It Is as old as th-? cesspool of the ftirmhuuse. and. according to medical authorities, yet Its Infancy, not being understood but taken tine to Investigate the subject. There are two bugs mixed up In th ternal conflict of nature to purify nnditlons but for these to do their ln-st peculiar conditions m,ust be ob served. It Is the province of the sep tic tank to provide these conditions. In the first place, the whole success it the process depends upon lack of current. The contents of the tank must be as nearly absolutely quiescent ;s possible. In the second place, the tank must have a certain specified lze in proportion to the size of the sewerage to be served. In order to do away with as much if the disturbing current as may be, 't is necessary In producing the best results to place the point of the de posit for the sewage as nearly on a level as possible with the pipe of. In gress at the tank. This Is done to cause a slow feed Into the tank. Again, the pipe of ingress must be bent downward from the surface, the nolnt being about half way from the surface of the contents to the bottom of the tank, being so arranged as to create the least disturbance In the fluid mass by the Influx from the pipe. Th egress Is constructed like the ither. being bent downward, the whole scheme of construction being to allow the first fluid emptied Into th" t itik to escape first, with as lit tle disturbance ns is possible; the more complete the stagnation the more successful the process. The tank Itself Is made of brick. tone or cement, and must be tightly covered to exclude the light. The theory of septic sewage is the warfare of microbe, or bacteria, upon decnylng matter. It is a process of chemical change, induced by these bacteria. There are two active agents In the septic sewage process, the arobe, the. bacterium having a gTeat affinity for oxvgen nnd which thrives and works In the llcht. and the anareobe. the opposite of the aerobe, which perishes In the light, but which In the dark and oxenlzed contents of the septic tank Is n highly vitalized argosm which slezes and devours every atom of a nonoxygenlc nature coming Into Its reach. The anaerobes live and multiply In great numbers on the under snriace of the crust forming on the top of the fluid contents of the septic tank, and as fresh materlnl Is emptied Into the place Is attacked b these bacteria. md changed from a poisonous sun- stance Into that wnicn is periectiy harmless and non-poisonous. It Is estimated bv medical author ities that about TP ner cent of the poisonous contents of a rightly con structed tank will be converted Into a harmless, odorless and colorless fluid by the chemical changes under gone In the process of fermentation. prises In the Cashmere valley, In northern India. The army officers who accompanied the Rar- um Bailey circus for the purpose obtaining hints regarding the ranrport ition and subsistence of a arsre organisation constantly on the move, nave returnen to vt asningiim filled with admiration at the perfec tion of system to which circus man- gf-ment has been reduced. t was the very science of admlnls- ratlon, and the officers found that each hour s duties were none wun he precision which left nothing un- ccounted for. There were more than 000 employes and about 400 horses. n ray nothing of the other animals. Everything was transported without fiction or delay, so far as the circus peonle were concerned, although dif ficulties were constantly coming up by reason of the failure of railroad facilities. The military observers were Im pressed with the systematic work, which would probably not be possible n the army, for the reason that men must be constantly changed, and the officer who has charge of transporta tlon today may be detailed to barrack nstructlon next year. This uncertain ty Is more prevalent now that most of the staff departments are made up of temporary personnel by the detail of line officers to four year periods of staff duty. It was stated that If the experience with tho circus furnished any Illus tration It was to be entirely on the side of the permnnet personnel and the en couragement of specialties.
