They are typical of the human genius which dominates Tou have heard men boasting of their personal prosperity. They havel figured In advance how they will meet this and that obligation by such and such a time, after which they will be on easy stree, when, lo, some unfore seen contingency arises, bud they arc set back, pulled down from their high hopes and cast Into the dust, so to speak. Two weeks ago, Umatilla county was congratulating herselt that the Lewis and Clark fair was over and that bill paid, the county had Just been supplied with new bridges and those bills were paid, the court house had been repaired and that expense had been met, and the coming year looked promising. Everything was favorable to a low tax levy. Then, In a night, the angry" torrents pour down the mountains and wipe J40.000 worth of county bridges out of existence. There is your Mr. Hope jful groveling In the dust of disap pointment again. The rebuilding of the county bridges will make taxes high next year and nobody can help, and nobody Is to blame. The public need must be met. FOR SCHOOL DIRECTOR. J. V. Tallman, the public-spirited citizen who has been Induced by his friends to accept the position on the school board made vacant by the ex piration of the term of Walter Pierce, Is In hearty sympathy with the public schools. He has favored school expansion from the beginning, has been an ad vocate of school bonds for building purposes, has stood firmly for the j Improvement of the schools in every tep of past progress and Is highly qualified for the position. He Is practically the only candidate. Others have been mentioned, but sev eral who are personally seeking the position have motives In securing a place on the board, and are opposed, at heart, to the progress of the schools and would only embarrass and hinder the fre- growth and expansion of the school system. -7 Mr. Tallman Is not seeking the place. He has been Induced to ac cept and the city will be benefitted by his presence on the board. Friends of the public schools who desire to see harmony and progress are urged to HUpport Mr. Tallman. The schools are now in excellent 77 oondltlon. The new teaching force haii been selected with the utmost care. Pendleton really offer the surrounding country one of the best public school systems to be found on the Pacific const, and the people who have pride In It should gee that a man lir hearty sympathy with the schools Is elected to succeed Mr. ... rce. NORMALS AUK SVSTA1XED. The 4-lfishne. of the Willamette valley has boen seveirly irnuked by joy iter w eston .Sormnl which was just coming Into Its maturity and :-ttrngth when It was closed by the detestable littleness of the Willamette politician and moss-back. This school has been set bak two years In its growth and the peopie of Oregon denied the benefits of its training, but it seems to be established now upon a perpetual foundation and this in part compensates for the hindrance occasioned by the referendum vote upon Its existence. How Willamette valley can be so utterly selfish and narrow In matters of such grave public Importance Is beyond comprehension. The people of eastern Oregon are looked upoi as so many taxpayers, whose support of state Institutions is the extent of their citizenship, from the Willamette val ley standpoint. KETIIIHVTIOX. ! ' It Is slowly dawning on the liquor Interests of Oregon that crime and immorality as a business do not Dav In the end. There may be a tempo rary profit but the ultimate result U unsatisfactory. The statement that 1730,000 worth of property will be wiped out of ex istence by IocrI option In Oregon may sound appalling from the "business" view. But of what did this "property" consist? And for what purpose wis lt maintained? ro3tlv har f,.fllrM .himmerlnz mirrors, plush tables, cellars full of wines and liquors, elegant back rooms for nameless purposes, brilliant elec tric lights, colored glass windows und countless other fascinations to attract and hold custom and make beasts of men. There Is no actual loss to the sub stantial business Interests. True, some of the foam of the business world has been wiped away, but none of the genuine wealth of the country has suffered. And from whose terrible need was this $750,000 worth of property taken? Ask the wives of drunken men, the fathers and mothers of ruined sons, and the children of In sane mothers. They can truthfully answer. ' Upon what permanent basis of bus iness logic did this saloon property exist? The saloon produced nothing, supplied no need, answered no Just demand. What it accumulated, lt did so at the expense of legitimate busi ness and a terrible moral cost to the community. The better class of saloon men are leaving the business in disgust. The local option law will drive the other class out. It don't pay, it don't pay. There Is much more In human life than money. When men learn this, local option laws will be superfluous statutes, , DEMAND I'Olt SILVER IN INDIA. The heavy demand for silver in In dia and in the orient generally Is hav ing, with other Influences, a marked effect on Its price, which rose to 67 5-8 cents In London in the third week of May. There has been an advance in the price of silver of 20 cents In three years. This advance Is expected to continue and It will have a good effect on the trade In eastern markets by Increasing the purchasing power of the money now used In the Orient. In the first four months of the current year Ore-it Britain exported to India $30,000,000 worth of silver. The use of silver in the arts Is rapidly Increasing, it being estimated that fully 50,000,000 ounces are crnsumed In that way annually. The United States and Mexico com blned vleld more than 82 per cent of the world's output of silver, and they both derive a large advantage from Its Increase In price. The next meeting of the Washing ton grand lodge of the I. O. O. F. will be held at Ppokane. Crossing the legs is responsible for a good deal of this trouble. "That sounds strange, doesn't It? Nevertheless It Is a theory advocnted by more than one great surgeon. In deed, I know some men who say lhat If people never crossed their legs ap pendicitis would quite disappear. "You see, crossing the legs squeezes and cramps the dellcnte vermiform appendix. Siueezcd and cramped, the appendix becomes Irritated. Inflam mation sets In, Intense pain comes.
