D. C. Henney, who has charge of
the government Irrigation work here,
before leaving for Portland, Huld to
the Yakima Republic: "I expect that
the board of engineers will meet at
North Yakima about the. 2nd of July
to make a final report on the Tleton
project. They will either report rec
ommending that construction be pro
ceeded with, or else that there are
reasons why In their Judgment It will
be better to wait a while before pro
ceeding to build the ditch.
"I have every reuBon to think that
the report will favor the beginning of
construction unless the number of
land owners who have signed for wa
ter Is Insufficient. At the present
time I know of nothing else which Is
likely to Interfere with the progress
of government Irrigation work here,
I have not had a report from the
committee which has been working
with the land owners, but I under
stand the work has been progressing
favorably In the last few days. I am
told that there Is only about 1000
acres more to secure. I do not make
this statement as authoritative."
f Mr. Honney's remarks Indicated
that the board of engineers will prob
ably muke an effort to build the Tie-
ton canal on some line. If not on the
line desired. "If the land owners do
not sign up as expected," he said,
"we will probably take In enough
land above the proposed line to pay
the cost of construction."
Mr. Henney assured the Republic
that the reclamation service has not
been bluffing about the shutting out
of Innd owners below the ditch who
do not sign up. "The Tleton canal,"
he said, "will be constructed to carry
a certnln amount of water. We eX'
pect to have only the amount of water
figured on to dispose of. The land to
which this water Is apportioned In
the beginning-will get 1t and there Is
very little ground to suppose that
land owners below the ditch who Co
not make arrangements In advance
' will ever be let In. There will be no
water supply for them. Besides that
we have to accurately estimate the
cost of the Irrigation system and ap
portion It In advance. I think It will
be entirely safe for people who have
land In the Tloton district to assume
that the books will be closed for good
before construction begins, and they
ought to govern themselves accord
ingly." Mr. Henney stated that the build
ing of the Tleton ditch will not de
pend on the signing up of land hold
ers under the Sunnysldo canal.
Probably construction will not be au
thorized, however, until the Sunnyslde
canal has been taken over, and that
will not be until after the attorney
general has approved the abstract
submitted by the Washington Irriga
tion company.

CITY HALL MAY COLLAPSE.

Lewlston, Idaho, June 1. The
Lewlston city hall Is In Imminent dan
ger of collapse and the official no
tice of condemnation was placed on
the structure by Building Inspector

Oreat cracks extending from the
foundation to the eaves have appeared
In the west wall of the building dur
ing the past two days and the north
wall now hangs over the Globe lodg
ing house, and If It falls will carry
with it lnrgo sections of the east and
west ends.
The east wall Is cracked in numer
ous places and the north foundation
Is slowly settling Into the ground.
The foundation Is poorly constructed,
the mortar between the stones being
chiefly sand and with no holding
properties.
Make Repairs Once.
A plan has been perfected for a
temporary repair of the building and
workmen will commence at once.

In a perpendicular position at the
ends and the center of the norm ana
south walls and will be bound to
gether with heavy steel rods. The
walls can be drawn Into place by
screws and It Is believed the build
ing can be mado safe for temporary
use until other arrangements are
made.
Change Polling Place.
On account of the dangerous con
dition of the city hall the polling
place for the city primaries was mov
ed to the Bollinger hotel, where a
sample room In the northwest corner
of the building on Third street was
secured.
The city hall was erected about 10
years ago on plans provided by the
rltv. The walls have Dcen in a dhu
condition for several years, but only
within the last few days has the con
dition become dangerous.

This week K. P.. Dobbins, a farmer
living near Cavendish, got out an In
junction against his neighbor, D. E.
Pippinger, prohibiting him from
farming a certain Indian allotment,
part of which came In the disputed
territory. .
Mr. Pippinger Is consulting his at
torneys as how to proceed In having
the Injunction dissolved. He recites
the facts as follows:
"I leased last year 120 acres of on
Indian allotment belonging to Mosts
Ky-way-puts. I put part of 1; In fall
grain, and expected to summer f ulow
the remainder. When I went to culti
vate my summer fallow this year I
found that Dobbins had sown It to
spring grain.
"He contends that the reservation
line Is five-eighths of a mile soulh of
where the Indian survey places it and
where the plats say it is, an 1 sns
that the land In Uestlon Is not Indian
land. Surveyor Hurlburt Is here from
Washington making a new tracing of
the land' and Is replatting that part In
dispute. Meanwhile, Mr. Dobbins
has taken the matter into court with
an Injunction. I have secured Fogg
& Tannahill to appear for me and the
motion to dissolve the injunction will
be argued before Judge Steele early
next week."
l,evt1ton Needs a New Pump.
The city authorities tiave come to
the conclusion that a new pump will
be needed within the year and have
authoiized Superintendent Smith to
make an Investigation of the styles
and get pilceB to submit to the coun
cil at some subsequent date. The
pump Is needed at an auxiliary plant
to the present one. The capacity
needed is from 3.000.000 to 4.000,000
gallons dally and such a pump and
motor would cost the city about $S000.
