Dear Sir: Knowing your Interest in the sub ject of good roads and civic Improve' ment In all Its phases, I am taking the liberty of mailing to you, under sepa rate cover, pamphlets Issued by the department of agriculture, which, I trust, you will read and then hand to some of your neighbors who, like you, are disposed to assist In creating a sentiment In favor of Improvement of the highways and the development of a system of rural transportation adequate to the needs of the period: I hope that you will enter into this campaign for good roads and civic Improvement with that degree of en- inusiasm winch will make your neighborhood a center of active work for the ends aimed at by all good roads advocates. Since the death a few days ngo in this city of Herr ntto, some highly Interesting facts hnve come to light, which show that the deceased had lived a remarkably chequered life. Once n poorly paid bookne'iter's clerk, he was Induced, ngalnM his principles, to Invest In a lottery ticket nt the Instance of his landlady, who assured him that she hud dreamed so vividly of a certain number that it was bound to win. And. true enough, the number drew a prize of considerable magnitude. With his winnings Herr Otto bought some premium bonds, one of which gnlned the following year another big prize. He was now a comparatively well-to-do man, yet contrived to live In his old bnre room for which he volun tarily pnld double rent About three years afterwards, Herr Otto wns persuaded to sink most of his capital In an Invention which started with everv promise, but an other, cheapT invention followed al most Immediately In Its wnke. The buslnefT enme to grief and Herr Otto was ruined. Again the fickle Jndo smiled upon him. He Invented himself a small, but ureful mnchlnc which brought hi ma 'nrge revenue. Once more he risked his capital In a venture, but It failed also, nnd for yenrs he lived In great poverty. One day, when writ ing his reminiscences, he came across nn old. forgotten premium bond. The next rtny he offered It for snle to n broker, who Informed him thnt the number hnd come out two years ago with a prize of about $50,000. So, after nil, Herr Otto, who had reached a grent nge, was saved from the poor house. He died a bachelor and left his entire fortune to his Inndlndy. GERMANY XOT A GOOD MARKET. Idaho Justice of Supreme Court PhtulH Willi Oregon Voters. Justice of the Supreme Court of Idaho Isaac X. Sullivan, who has been a cIobb observer of equal suffrage in his state, endorses It in the following emphatic terms: "I moHt earnestly endorse the prin ciple of 'government by the consent of the governed,' " says Justice Sulli van. "In Idaho a constitutional amendment was adopted In 1896, at the general election that year, grant ing to women the equal right of suf frage with the men of our state. "Since the adoption of that amend ment I have carefully observed the workings of woman suffrage In this state, and am fully convinced that It has been conducive to the betterment of the social and political conditions of the people of this state. The women of Idaho take an Interest In the po litical affairs of the town, city, county and state, and their influence therein has elevated the political standard much In advance of what It was 10 years ago. "At our general elections a very large percentage of nhe women vote, and woman suffrage la now favored by a large majority of the electors of our state. I most earnestly endorse it, and sincerely hope that the good men of Oregon will endorse. that prin ciple at the coming state election by an overwhelming 'majority." South McAIoster, I. T.. May 17. A large number of delegates of the Indlnhnmn, Farmers' Union of Indian Territory Is in attendance at the con ventlon, which meets here today, for the purpose of formulating some plan whereby the lands to be sold by In dlan citizens may come into the hands of home owners, farmers and actual .settlers. The special purpose of the convention Is to provide for the defeat of the grafters In obtaining posses slon of these lands when the restrlc- tlonr are removed. It Is the Intention to formulate some plan to assist each farmer In buying tracts of land to suit his ability to pay. Each farmer is to have from 10 to 160 acres. A square deal for the In dian Is a part of the plan, paying him actually what the land Is worth nnd arranging for long term, loans at 0 per cent Interest, thus enabling every farmer to buy a home. No person will be assisted who now owns a farm home, nor will any man be assisted In purchasing more than 160 acres. It Is believed thnt In such manner the land syndicates and grnfters can be defeated. The action of the Farmers' Union In this matter Is being watched with considerable Interest, for the reason that in Oklnhomn nnd Indian Terri tory It now has a strong working membership of over 60.000 members. It Is very prohnble that they will tnke nn active part In politics In some parts of Oklnhomn this fall, and In fact their Intention so to do has al ready been announced In Pottawato mie county. While they mny not up separate ticket, they will take a hand In the nomlnntlon of candldntes nnd wilt cast their vote for those men only, whom they consider quali fied nnd Identified with their Inter ests. Tho convention will probably last two days or more nnd will attend closely to business matters, so ns not unduly to prolong the session. ELKS GET CONCESSIONS. Cheap Rules for Grand Lodge In Denver Next July. Railroad men of this city say that the best concessions ever made to nny organization by the railroads have been secured by the Klks who meet In Denver next July. All roads In the Western Passenger association will sell tickets at reduced rates with return limit up to and Including August 20, with' liberal slop-over privileges, A round trip from Chi cago, St. Paul, Minneapolis aim otner Doinls in the central states to Den ver and return, has been placed at 125. From Missouri river points the round trip rate is $15. Kastern roads, as far east as Buffalo have mado a uni form rato to Chicago of one fnre for the round trip plus 25 cents, and be tween the Atlantic const and Buffalo the rato Is one furo for tho round trip plus $1. These are nlerely samples of the great reductions that hnve been made on all lines lending to Denver, and the movement toward that city for tho Klks' reunion Is expected to exceed any previous record In railroading. The passenger associations In every section of the country have apparent ly united to make the Elks' reunion In Denver a magnificent success. A large delegation will .go from this state and will make little Jour neys to the mines and mountain re sorts of Colorado before returning home. MAN TUNNEL UNDER SEATTLE IMMENSE TERMINAL GROUNDS ARE TO BE BUILT. Another million dollar project for Seattle was launch ed last night when the Harriman In terests made application to the city council for a franchise to construct a tunnel under the city. The tunnel provides for two tracks, will be approximately of the same size as the Great Northern bore, and will follow a route under tho city about a block east of the Hill tunnel. The approximate cost is not given, but will be about the same as the Great Northern tunnel a million dol lars and Its construction will give employment to a large force of work men for upwards of two years. It Is probable that work on the big bore will be Inaugurated as soon as all of the franchise matters of the Harriman lines are satisfactorily set tled. The franchise provides for the pay ment by the railroad compang of all damages resulting from the construc tion of the tunnel. The tunnel when completed will have a clear width of 26 feet, as com pared with 30 feet in the Hill tunnel. The crown of the lining of the roof will be at no point higher than 60 feet above the city datum line, as compared with i0 feet In the Great Northern tunnel. Addresses of Voters for Snle. It Is authentically reported that 14 6.000 wus paid over to Lewhston and out-of-town citizens today for their holdings in the Clearwater timber belt. The largest sales were those made by Carl and Julius Thompson, of Ahsahka, who realized $20,000, and S. P. Fitzgerald, of Lewiston, who received 110.000. The remainder of the deals were for small holdings. Mr. A. L. Flewelling hus returned to Spokane, but his agents here, Messrs. Cameron and Molloy, are closing on the deals.
