Say San FraiU'lsoo Will He Promptly Rebuilt on a Grander and More Magnificent Scale Says None of tlie Actual Coin In San FrancNco Ranks Amounting to $ l(K),000,o6o, Will He Destroyed. The following circular letter, re garding: the effect of the San Francis co disaster upon the Btock and money markets of the country, has Just been received by the East Oregonlan from Henry Clews, the spokesman of the New York bank Interests: The shock resulting from the San Francisco disaster has been well re slsted by the stock market, but nrhn nevertheless In the long run exert a depressing effect. The chief weight of the disaster will fall upon an already much strained money market. Millions will be required to make good the losses and for rebuilding the city; considerable funds having al ready been sent westward, with more to follow. As a result currency which ordinarily comes to New York during the next few weeks will be retained at the west and the chances for easier money rates are still further dlmln lshed by this catastrophe. San Francisco will unquestionably be promptly rebuilt, and on a grander and more substantial scale than In the past. The opportunities of a growing commerce both at home and with the orient are altogether too magnificent and enticing to be withstood. Amerl can enterprise will quickly tome to the rescue, and San Francisco, like Chicago, Galveston and Baltimore and Boston, will ere long rise to a prouder position as a Pacific coast city than ever before. On the stock exchange there was more or less recession In values, par ticularly among the Pacific railways I and Pacific coast securities. The fear that stocks may be freely and Imme diately sold by Insurance companies to meet losses should not receive too serious consideration. Such losses are first paid gradually out of funds in bank or by means of temporary loans Insurance companies not being In the habit of sacrificing securities when it Is better financing to borrow. Most of our Insurance companies are strong and perfectly sound Insti tutions, and no serious embarrass ments to them ore to be anticipated, unless in one or two possible In stances. The losses upon mercantile and In dustrial establishments will, however, be heavy, and possibly disastrous In some cases. The occasion is one. therefore, that will call for all the consideration and patience that our bankers and financiers can extend to ward a distressed community. The California banks, although most of their buildings have been destroy ed, will not lose the money In their vaults, which aggregates about $100, 000.000, all being in gold. San Fran cisco did not suspend specie payments during our civil war. The state be ing a producer of gold, It enabled them to adhere to gold payments, and they have carried out that policy ever since. Whenever paper money Is deposited they quickly pay it out over the coun ter. The worst that can happen to their gold coin will be to melt It, a process which detracts but little from Its value; so the bank's money may be put down as being absolutely secure. The insurance on property In San Francisco is estimated to cover a very considerable portion of the loss, the greater part of which it is thought will be recoverable, half of the Insur ance being placed with foreign com panies. Blow at RjMisevelt. Another blow to the stock market was the drastic remarks President Roosevelt made In his famous "muck rake" speech last week. The presi dent s suggestion to tax large for tunes after having reached a certain limit, also to impose a heavy tax on their transfer, would be a restraint of thrift, as It would virtually amount to a confiscation of property thus ac quired a measure too despotic for our form of government. Large for tunes have not as yet reached a point to be seriously dangerous. We had better not Jump that fence until we get to It. To tax large fortunes would tend to drive money out of the country for the benefit of other nations and to the detriment of our own. It is a well established fact In this country that pe iple who make large fortunes are generous both In spending and giving away. Large fortunes are deprived of serious danger In this country owing to the ract that they cannot be willed to provide for more than two genera tions, while In England they are per petuated by the entail law. Experi ence thus far has proven that the third generation Invariably disburses with rapidity their inheritance soon after obtaining possession. From the land of fire and earth quake comes the Han Francisco Ex aminer for Wednesday, April, 25, says the Oregon Dally Journal. The paper Is composed of 12 pages, Is well Illus trated and has a good amount of ad vertising. Borne of the advertisements show the extremity to which the Bay City has been driven. There are notices or dering the employes of establishments to report Immediately to temporary headquarters. Others are offering In advertisement to care for employes and their families who have suffered In the fire. The commercial spirit 1 shown by DUAK MONEY MARKET big advertisement, which says: Come to Los Angeles; railroads will furjlsh transportation free; living ex penses light; real estate cheap; no earthquakes." ) There Is another which says: "Napa Soda Springs did not feel the earthquake. Now open for the sea son." All resort hotels within a large ra dius are represented by advertise ments. Numbers of firms are advertising for the addresses of their employes. One advertiser says: "After the fire you will want a drink of Wunder beer." " Another corner has the announce ment that a publishing company has telegraphed east for a complete law library to be sent by express, and asks all lawyers to come and use It until they can get books of their own. The railroads are advertising where their temporary offices may be found. There are Innumerable fire sales. The Santa Fe has a half page ad. which says In part: "We are here to stay and will do all possible to assist In the upbuilding of San Francisco. Every assistance .will be given to permanently or temporar ily located industries and warehouses. Merchants and manufacturers whose plants have been destroyed are re quested to furnish us their present ad dress." There are more than two pages of personal want ads in the paper, all of them asking missing people to com municate with certain addresses. There are a few death notices, many of them bearing the somber clause. temporarily interred." A large employment agency has an advertisement offering Its services free to any out of labor, and above the ad is the caption, "Not Charity, But Humanity." Throughout all the advertisements there is a spirit of rebuilding and numbers of concerns declare In print that they will Immediately prepare to oenduct their business as though the earthquake had not occurred. All women work) some In their homes, some In church, and some in the whirl of society. And in stores, mills and shops tens of thousand are on the never-ceasing treadmill, earning their daily bread. All are subject to the same physical laws ; all suffer alike from the same physical disturbance, and the nature of their duties, in many cases, quickly drift them Into the horror of all kinds of female complaints, tumors, ulceration, falling and displace ment or perhaps irregularity or suppression, causing backache, ner vousness, irritability and lassitude. E. church last Sat urday evening on the subject of "Wo man Suffrage," which was well at tended. Elton Spike, of this city, has receiv ed a fine race horse from W. H. Bubb of Medicine Hat, Alberta, Canada. Mrs. J. B. Anthony has gone to Portland, where she will take medical treatment for some time. Land Is being leveled In the vlcln Ity of Echo for alfalfa, and much land is being Irrigated also by different parties. Wool continues to come Into the warehouse from the Butter creek country and It Is being held for the sales dates. Messrs. In the game of baseball yesterday afternoon between the Echo nine and the Pendleton high school, Echo won the game by a scoro of 10 to 3. Contract Signed. The contract with the secretary of the Interior, In which the Water Users' association guarantees the gov ernment the cost of the Irlgatlon works levied against tho members of the association, has been signed. Attorney Appointed, The members of the East Umatilla Water Users' association have secured the services of Roscoe R, Johnson, of Portland, as attorney for the Water Users' association. He Is a graduate of Harvard, 1904, and is highly rec ommended for this work. He has been in Echo for some time, attending to matters connected with the con tract. Governor Chnmherluln, who so readily responded to the call for a speech for the grand celebration yes terday, spoke very encouragingly for the outlook of Umatllln county, es pecially since the east Umatilla Irri gation project Is a sure go. "This will be one of the grandest countries on the mnp," says the governor. "This means thousands of dollars to the people of this county and to the state. Mr. MeCoril will he . membered by residents of Long Creek and vicinity as It was here he spent most of his boyhood days and the days of his youth.
