Eagles' Carnival Literary Club
Meets With Mr. and Mrs. Irvin.
Echo, April 25. The big Eagles'
carnival will open In Echo next Mon
day. On Sunday the Eagles will hold
special meetings, and Monday and
Tuesday the city will be turned over
to them. Hundreds of attractions will
to be on the grounds and on the streets
of Echo, and people are expected from
all parts of Umatilla county. The con
test for the carnival queen Is growing
interesting and the result is anxiously
awaited. Mayor Esteb states that all
visitors will be treated royally, and
there will be lots to eat on the
grounds. Governor Chamberlain will
be one of the honored guests and wll
deliver an address for this occasion.
All business houses will be decorated
and the city will be In gala attire.
"Evening With Riley."
"An Evening With Riley." was pre
sented at the home of Mr. and Mrs.
Irvin last evening. It was well at
tended and very enjoyable from start
to finish. It was given as a befleflt
for the M. E. church.
It Is now believed that active work
on the east Umatilla irrigation project
will be under way before June 1.
Work on this ditch will employ hun
dreds of men In the county, and means
much to this entire section.
The stockholders of the creamery
company will meet In city hall next
Friday at which time a board of direc
tors and other necessary officers will
be elected, and all things will be com
pleted for the company to begin active
work.
The street by the side of the Hotel
Hosklns is being graded, which will
greatly Improve the appearance of the
same.
Milton Band Engaged.
The Milton band has been engaged
to furnish music for the two days of
the celebration which will be held
here by the Eagles.

TRUTH ABOUT PANAMA.
Lindsay Denlnon Writes Up the, Canal
for Everybody's.
Lindsay Denlson, who, unhampered
by any necessity of catching the next
boat back, recently made a detailed
Investigation of the work being done
on the Panama canal, does not share
the gloomy views of certain of the
administration long-distance critics.
In an extremely sane article in tho
current Everybody's Magnslne, entitl
ed "Making Good at Panama," he
says:
"On the Isthmus of Panama the
business of the American people Is be
ing well done. It Is not perfect.
There Is too much petty graft as on
the railroad; but It Is of no more Im
portance than mosquito bites on an
elephant. But one has only to use his
eyes to see that we have gone Into one
of the pest holes of the world, and
have made It fairly habitable; that
we have tackled a job In which anoth
er great notion failed conspicuously,
and are so conducting it as to keep
clear of shame; that In spite of tre
mendous difficulties on the spot and
malicious and mercenary hindrances
here at home we are doing sane, ef
fective, honest work; that we are go
ing to build the canal and build It
well.
"There are too many men on the
Isthmus who ought not to be there.

the spirit embodied In the words
which Theodore Roosevelt is said to
have uttered recently to an engineer
about to depart for Panama:

The Culdesac News gives the fol
lowing account of the result of a
drunken brawl following a dance at
Winchester, in Xez Perce county:
Boyd, the saloon keeper at Win
chester, gave a free dance last Sat
urday evening. There were present
a great many men and boys, but there
was a great scarcity of girls for that
occasion, the ladies of the Winchester
country declining to mingle with the
boozers. The disproportion of ladies
and gentlemen made things awkward.
It wasn't long till a general row en
sued, and one young fellow ran away,
leaving his girl to the tender mercies
of some other fellow.
A second onslaught was made on
Arthur Reese from behind, with a
knife, and two terrible wounds In the
back of his head were made by
George Rowden. Reese Is a respect
able young man, and the people of
the Winchester country greatly re
gret his misfortune. A surgeon was
summoned to staunch the flow of
blood and sew up the gashes on
Reese's head. In a few hours more
he would have been a dead man. He
Is still in a critical condition.
Mrs. Boyd, wife of the saloon man,
took part In the affray and had two
fingers badly cut. The whole prem
ises were covered with gore.
The Winchester community Is
heartily sick of the liquor traffic, and
every effort will be made to have the
license revoked. The mill owners
find It hard to put on a full force of
men Mondays, because of the drunk
enness on Sundays. The sentiment of
the people Is that the saloon must go
at any cost. John King, proprietor
of the hotel building, and the man
ager of the town hall ha decided to
close the hall against dances.

or the year, however, these organs become
torpid, dull and sluggish, and fail to perform this duty, and these accumulations remain in
the system and are absorbed by the blxl to ferment and sour, producing burning acids and
acrid humors. The blood cannot properly nourish the system while in this impure condition,

er dam constructed In the south fork
of the Payette river, near Centcrvllle,
went out. The gates were closed, let
ting the water out of the canal, and
the water went over the top of the
40-foot dam for the first time. In 20
minutes the current tore the work out.
