As the feed-canal Is to be 25 miles long, the securing of the right of way is considerable of an undertaking. The land through which the canal will run is high and arid for the most part, and will not be Irrigated. The owners are being paid for the right of way, and most of them are acting fairly with the government. However, some are disposed to hold out for high prices. Should nothing occur to block pro ceedings, Mr. Whistler believes bids for the construction of the canal will be advertised for In May. Whistler, head of the recla mation work in Oregon, has been in the city today, having come up from Echo this morning. While speaking this morning of the progress being made on the East Umatilla project, Mr. Whistler declar ed he knew of nothing to prevent the early commencement of work. At present the right of way for the feed which case further time would be necessary. In the event that bids be called for during May, the actual construction work could be undertaken before the end of June. But this Is on condition that the work be let by contract upon receipt of the first bids. While -this will probably be done, there Is noth ing certain about It. Wilson, physical dt rector of the gymnasium, have been dispensed with and for a while at least, the gymnasium will be without a director. At a recent meeting of the board of managers it was decided to take the above step as soon as the financial affairs of the gymnasium could be straightened out. It Is pre sumed this has now been done. There Is a possibility that the asso elation may employ another director In the near future, providing a sulta ble man can be secured. Should this be done the gymnasium work will be continued as In the past. Otherwise the class work will be dropped until next fall. The cost of preparation of the streets for paving, Including clearing, drainage, cement curbs, gutters, mac- dam base, etc., is a much larger Item of expense than the finished paving Itself. Illustration of Cheap Street h. The streets of Pendleton as they appear today is a fair Illustration of cheap makeshifts of so-called econ omical street Improvement. It Is Im possible to estimate the enormous sum of money the city of Pendleton and property owners have spent in Imperfect and Incomplete street Im provement. ' The greater portion of the cltys general fund Indebtedness today rep resents cobble stone surfacing and mud scraping. The "Golden cobble stones on the streets of the New Je rusalem" may present a more bril liant and dazzling effect, but it . is doubtful if they measure up more gold than has been squandered without adequate results upon Pendleton's streets. Must Have Permanent Improvements We have reached a stage In our progress as a city wnere permanent and up-to-date Improvements must be made. The problems of progress and prosperity must be met and solv ed by the citizens of Pendleton in a careful, unprejudiced and unbiased manner. The best of schools, better moral conditions, strict law enforcement, clean, attractive and healthful streets, sanitary residence conditions are of incalculable interest at this present time. Other cities around and about us with less advantages from a natural standpoint are outstripping us In population and wealth, simply because they are making themselves more at tractive and desirable as places to live. Comparative Cost of Paving. The following figures show the cost of Warren's Bros, bltullthlc paving in a number of cities where the same has been extensively laid, the price being an average per square yard: Glace Bay. Nova Scotia JZ.68 Portland, Me 2-25 lirookllne Mass 2.50 Boston. Mass 2.50 Portland. Ore 2.10 Walla Walla, Wash 2.17 Pendleton. Ore. (estimated).... 2.15 The estimates received on asphalt paving are approximately the same as those of bitulithic while estimates on vitrified brick paMlng are consldera bly higher. On the so-called Victor bituminous macadam represented by the Barber Asphalt company, we have recieved no estimates except a gen eral statement that the company could Bave money for the city and property owners and that their pav Ing is practically the same as bltu llthlc. The representatives of the company have ont seen fit to point out any cities in the United States where their pavement Is In use and from which the committee might procure reports on the merits of that particular pave ment. The committee does not feel disposed to experiment on new and untried paving preparations. Old Style Streets Are Costly, It is conceded by those favoring macadam for the business portions of Main and Court streets that a proper base must be laid and provisions made for surface drainage. It Is proposed by some that a four-foot gutter laid on cement base with cement curb be provided on each side of these streets, When the Items of surface drainage and six-Inch base of crushed rock and preparation of sub-grade are, estimat ed, and which foundation work, under one plan or another, must be consld ered whatever the paving used, It may be safely estimated that the bltullthlc or other permanent pavement will not exceed the cost of macadam as much as 40 per cent. And after the mac adam Is laid the same old system of board crosswalks muBt be maintain ed. The street committee has all along Walla Walla Pioneer Drowned. Benjamin Geaney, for 4 2 years a farmer In the Walla Walla valley, was found dead yesterday morning In Dry creek about six miles north of Walla Walla, says the Statesman. The body was discovered by two sons of the de ceased, and Deputy Coroner J. J. Huffman was notified. In company with J. W. Cookerly, the undertaker, Mr. Huffman went to the Geaney farm, and after ascertaining the cir cumstances decided not to hold an inquest. He Is of the opinion that the aged man accidentally fell Into the creek and, owing to his extreme old age, was unable to get out of the stream. 4v4 Enormous Potato Acreage. Baker, former state print er and for the past three years man ager and president of the republican state central committee of Oregon, has resigned. It Is not known who will be his successor. Huber,. of Portland, Comes to the City for Barber Asphalt Com pany. Oscar Emll Huber, who was'dlrect- or of construction of the Lewis and Clark fair, arrived In - the city this morning In the Interest of the Barber Asphalt company, which Is seeking to hid on paving to be done In this city, Mr. Huber hopes that the council will open the bidding to all the pav ing companies which may desire to compete. He claims to have several kinds of paving which are equally as good as bltullthlc and will offer to do the work at reasonable prices. He will remain In the city for some time In the Interest of his company and has been In conference with the meet committee of the city council today. Visiting the Waffles. Mr. and Mrs. Louis Lyman, of Sioux Falls, S. D., are here upon a week's visit with the Waffle family In this city, Mrs. Lyman being an aunt of the Waffle boys. Mr. and Mrs. Lyman are now on their way home from south ern California, where they have been spending the winter. While In east ern Oregon they have also visited at La Orande with Mr. Lyman's brother, W. Lyman, formerly of Pendleton.
