Who will now block the progress of street Improvement? . BESIDES, THIS WAS TO BE A "BUSINESS ADMINISTRATION." THE REFORMERS WHO SOUGHT TO ELECT A REFORM TICKET WERE TOLD THAT BUSINESS IN TERESTS DEMANDED A SANE, BUSINESS MAN'S ADMINISTRA TION. THEY SAID IT WOULD RE QUIRE THE WISDOM AND EX PERIENCE OF SOUND BUSINESS MEN TO CARRY ON THE VAST IMPROVEMENTS IN STORE FOR PENDLETON. CRANKS AND RE FORMERS WERE NOT FITTED FOR THIS MOMENTOUS TASK. NOW LET US HAVE A TASTE OF THIS AGE OF IMPROVEMENT. THE BUSINESS TICKET WAS ELECTED IN THE COUNCIL. WITH ONE EXCEPTION. LET US HAVE AN ILLUSTRATION OF THE BUSI NESS THAT WAS SO EARNESTLY ADVOCATED LAST FALL BEFORE CITY ELECTION. A practical demonstration must be forthcoming, else the reform senti ment may Jump to par value again. POU LOWELL ALWAYS. There is a great deal of severe criti cism of those property holders who signed the petition asking for the paving of Main and Court streets and who have recently changed front and signed the remonstrance. People who want the paving and "who are sincere in their efforts to se cure It are asking If the actions of these property holders are consistent. There is an ultra-conservative ele ment among Pendleton property owners and especially among agents ' of outside capital. The new school houses were opposed by this element. The sewer system was opposed by it. Now paving is opposed by practically the same class of business. Rents are extraordinarily high In Pendleton. Living expenses are forc ed up by high rents from property on Main and Court streets. The capital Invested on these streets does not hesitate to raise rents, on the slightest provocation. Yet a portion of the capital represented there is habitually opposed to public Improvement. This paving question has been thor oughly investigated by the city coun cil. Public sentiment has been turned in Its favor and those property hold ers who are now remonstrating against it, signed petitions to start the Daving of these two streets. What is the matter? Is the entire scheme of this con servative element a program of delay, blockade, of final defeat of paving? Have none of the former favorable sentiments of these property holders been sincere? The East Oregonlan does not wish to be unfair In the matter. Every man is entitled to his opinion and no hon est man's actions should be looked upon with suspicion. But what Is the inside of th's matter? The people want paving. They are ready to pay the expense. The past disgraceful condition of the streets has given the matter an impetus. The city council has honestly investigate ed and recommended paving. Prac- tlcally every property owner on the two streets Interested signed the petl' tions asking for paving. The income from business property In the paving district will Justify the best kind of paving In the market. Pendleton Is In condition to have paving. It Is surrounded by a country which will continually increase In wealth and For the benefit of the 79 readers of the Pilot Rock Record the East Ore gonlon will say that It Is not support ing Judge Lowell for the United States senate for the purpose of dividing the republican party; It Is not supporting him through any advice, direction or Influence from Portland; it is not supporting him for the purpose of defeating Its friend. Judge Ellis, for congress; It is not supporting him for ny of the senseless reasons given by the Record. Here is why It Is supporting Judge Lowell for the senate, and why it will support him heartily and earnestly after the primaries, as well as before, should he secure the nomination: Be cause he is capable, clean and honest; because he Is not a tool nor a repre sentative of any corporation, clique or faction, but is a broad guage, high- minded man of the people; because he lives In eastern Oregon and will faithfully represent the interests of this great, growing section, as Senator Ankeny represents eastern Washing ton In that body; because It Is not Just to Oregon to select two Portland men for the senate, because Portland's domination of state politics and legls latlon has already disgraced the state and the representation should be dis tributed over the state to insure more faithful recognition of public sent! ment and more faithful advocacy of interests vital to all portions of the state. Judge Lowell stands upon his merit, The East Oregonlan cares not one whit for his political designation the empty names "republican" and "dem ocrat" mean but little when right and wrong are in the balance. The East Oregonlan presents Judge Lowell to the people of Oregon as a model of citizenship fearless, clean. broad gauge, Intensely patriotic and absolutely above the corrupting influ ences of the rings which are nov seeking his overthrow. It will be an honor to Umatljla county, to Oregon, to tne unuea States, to elect such a man to the United States senate. It will be a re freshing change from some of the tools of the corporations which are now there. Eastern Oregon's honor is at stake. The vote for an eastern Oregon man should be unanimous In this section. That New York city Is the metrop olis of the United States and Is, the second largest city In the world Is known to every one.
