From DESTROYED ALFALFA FIELDS. Wind Storm In Portion of Yakima County Wag Severe. The Taklma Dally Republic nar rates as follows one result of the recent violent wind storm which swept through central Washington: The worst feature of the wind storm of the last two Sundays was the dam age that was done to the alfalfa fields of the lower end of the county, par ticularly those that had been newly planted. The report has been receiv ed here that In some Instances whole fields newly sown to alfalfa were prac tically ruined. In one instance a man had planted an 80-acre field. The plants had be gun to grow. The wind started the soil and sand from an adjoining field to move toward the newly planted field, and it was not long till the whole 80 acres looked like a sand heap. In one or two Instances farmers had prepared fields for planting and wind converted the land into great dunes that would require several weeks' la bor to remove. The storm of last Sunday Is also reported to have been severe In the lower end and did con siderable damage to alfalfa fields. 5 to 40 Per Out of the Bis; Crop Destroyed, Walla Walla. March 20. Atkinson, attorney general, wrote an opinion recently. Coming at it does at the time the assessors are on their rounds it will be of special Interest. The opinion Is not altogether In line with the position taken by the state tax commission, it is said, Inasmuch as it suggests that the assessor must accept a statement of the person assessed a to the char acter of the mortgage. After quoting the law defining per onal property, the attorney general construes it as follows: "It Is the Intention of the legislature In the above provision of law that mortgages are, as a general proposi tion, to be taxed in this state; except such mortgages as are given wholly or partially to secure the purchase of real estate. "That Is the construction which has been acted upon In this state, and the courts have never so far held other wise. Corn meal manufacturers on the coast assert that the result of that de cision has been to materially lessen their output, as they are not able to compete with shipments from the east. ' Owing to the decrease In the Cali fornia wheat crop of late years and the increasing demand for hard wheat, large shipments of that cereal from the east come to the local flour mills. The owners of the latter are there fore much concerned over the How ard Milling company's suit and assert that If the differential between wheat and flour Is reduced to 6 cents they will not be able to compete success fully with eastern flour. . In the corn meal case, the commis sion said: "It Is not within the duty or province of the commission to off set or balance and equalize advantages and disadvantages or conditions inher ent in the business of pillllng corn on the Missouri river on the one hand and on the Pacific coast on the other. This would seem to be enough to say In disposing of some of the conten tions of the Kansas and Nebraska mil lers relating to cast of labor and fuel and like matters as compared In the respective localities. "Tho validity of the rate adjustment In Issue must be determined upon other considerations. Giving full weight to the facts found and to the contentions of the parties Interested, we are convinced that a differential of 5 cents per 100 pounds more In the rates for transportation hers In volved on the products of corn than upon corn Itself, ls the utmost that can be Justified by any legitimate ap plication of the facts."
