Murray, Herbert Knox Smith and Captain W. T, Burwell, who arc. In vestigating the Valencia dlmuiter, re turned on the lighthouse tender Co. Jumblne last night, says the Seattle Mar. " The commissioners closely Inspect ed the characteristics of the surf at Cape Flattery and Tatoosh Island, and crossed the Btralts as far as Carma nah. They proceeded up the straits In the direction of the wrecked Va lencia, but the weather became so thick that the Columbine was forced to return to Neah bay. The Columbine stood off Tatoosh Island for rh purpose of testing the fog slrfif at (hat station. A stiff 80 mile wind va bjqwng, and it was Im possible to htiar th.8 h9 beyond ont RDd a half miles, " " ' it Wireless Telograpli. Commissioner Smith stated today that an admirable location for a valu able lighthouse was to be found on the southern part of Waaddah Is land, a point five miles east of Flat tery rocks. Photographs were taken of the surf and shore. A heavier sea was run ning than prevailed at the time the Valencia went on the rocks. At Smith Island a boat was lowered to take on a pilot. It was Intimated by the commis sioners that the navy mon who asked Captnln Cousins, of the Queen, to be allowed to lower a boat In an ot tempt to reach the stricken Valencia will confront that officer and repeat their charge thut he refused to allow them to man a boat to go. to the relief of those remaining aboard the Valen- c,a' .. - m m . ; Tug Siren Worthless. Commissioner Smith stated that their Investigation under the prevail ing conditions demonstrated conclus ively that the fog signal at Tatoosh was practically worthless. "We approached within two miles of the siren," said Mr. Smith, "and, while we could distinguish the steam, we were unable to hear the sound. So long an Interval elapses between each blast It Is possible to reach shore be fore the succeeding blast is given. "Captain Burwell's plan for a wire less station at the cupe Is the only practical safeguard. Its Installation will be Immediately recommended by the commission. "We will also recommend the es tabllshment of a light house at King bolt rock, on llie southern end of Waaddah Island. It is an admirable locality for the protection of mariners and Is necessary. Captain Harwell's idt'n. Captnln Burwell earnestrf mrges the proposition that Cape Flattery should be equipped with a wireless telegraph stutlon. f "The Installation of a wireless sys tem at Flattery Is most urgent," said Captain Burwell, "and I hope that the government will act favorably In the matter. "There Is a station at Admiralty head and communication between that point and Flattery Is entirely feasi ble. A government station at Part ridge point is under consideration and upon Its completion communica tion will be certain and swift. "The most important feature will be to have the wireless system In stalled on all sea-going craftn. As most of them are equipped with dyna mos the cost of a wireless plant aboard ship will be merely no'iilnnl. "An outlay of $3000 will instull an up-to-date plant at Flattery." CoiinIiih to Face Accuser. Chairman Murray stated today that Frank F. Bunker and Captain Cousins will be placed on the stand tomorrow. Captain Cousins will be subjected to a searching examination of his con duct aboard the Queen when she lay oft the wreck. Two witnesses were exam'ned to- duy. George Harradan, whoso mother was lost, and J. McCaffrey. Both witnesses gave further proofs of Incompetency ot officers anj crew. Both were firm In their (italomonti that absolutely no discipline prevail ed. They testified that when hauled aboard the City of Topeka no officer questioned them concerning the lo cation of the wreck. Witnesses are expected from San Francisco tomorrow. Those of the survivors who left the city Immediate ly after the disaster are returning to give their testimony and the commis sioners expect to secure the complete testimony before their labors are fin lshed.
