TAXES ARE UNCOLLECTED. The failure of the taxation laws of Oregon to provide for the payment of the costs In levying on personal property for collection of taxes has cost Oregon, and Is costing Oregon today, many thousands of dollars. Under the present law the sheriff must pay the cost of levying on per sonal property, out of his own salary. If he levies upon this class of proper ty, while under the same law the owner of real estate must pay the cost of levying upon this property for taxes. Should the sheriff be required to collect from all the tax-dodgers who take advantage of this condition of the law, his entire salary would be used In paying the cost of such levies. Dozens of seemingly reputable tax payers absolutely fail to pay their personal tax because they know that the sheriff cannot afford to levy upon them and so In this way they escape taxation altogether. As one Illustration of the Injustice of this law. It may be cited that the Pendleton Tribune of this city, al though posing as a friend and lover of the taxpayer, now owes Umatilla county $1j6 back taxes for the past five years. Should the sheriff collect this personal tax he would be com pelled to pay the cost of the levy out of his own pocket and should be col lect from one this way he would be bound to collect from all, bo It Is an Impossibility to collect this tax, unless those who owe It have personal hon esty and Integrity enough to walk up to the counter and pay their tax as any other taxpayer. This Is an Iniquitous condition and one which works a hardship on the honest and conscientious taxpayer. By this method many rascals are per mltted to conduct large enterprises, enjoy the rights, privileges and pro tection of the community and the laws and at the same time contribute absolutely nothing toward the support of th" government. The next legislature should remedy this defect without fall. The delin quent taxes now lost to Umatilla .county from this source would pay the salaries of several county offlclels. UNJUST CEXSCRE. The Baker City Herald, for reasons Iji ot known to Itself, severely censures the O. R. & X. company for the un avoidable wreck at Bridal Veil last Tuesday morning. The Herald blames the company for the bursting of a steam pipe In the cab of the engine, thus causing a runaway. It says If engines were properly repaired and properly In spected on the O. R. & X. that pipes would not burst on the road. The truth of the matter Is that O. II. & S. engines are repaired and In spected properly everywhere and at all times. If the Herald could follow one of the O. H. & X. passenger en gines through its daily life on the road and In the roundhouse and see tho painstaking and skillful care that Is devoted to it, and see the readiness and alacrity with which every slight est defect reported from the road is remedied 111 the shops, it would with hold all censure. No other road 111 the country takes as good care of Its passenger engines as the O. U. & X. Engineers are em phatically requested to report the slightest defect on the work book at the shops and as soon as an engine comes In from her run, the entire available force of the repulr shops is set to work upon her and she Is thor oughly repaired and made ready for the trip before she Is perndtted to leave the rounhouse. The working force Is often doubled In order to give proper attention to the engines on these passenger runs and traffic Is delayed and ofte.t blocked while engines are kept In the roundhouse for days, while repairs are being properly and substantially made. f The censure of the company on this score Is highly unjust and Improper. WORK IS REWARDED. Splendid Is that fruition which has come to the work of the pioneer Irri gators, who banded themselves to gether less than 20 years ago, to form a national irrigation association. whose object should be to people and reclaim the arid west. The meeting of the Xational asso ciation at Boise City next September will be a love-feast of Irrigators. In truth. Those old pioneers who foretold the hidden wealth of the west and who laid deej) and lasting foundations to bring it to view through Irrigation of the waste places, will behold such a realization of their dream In Idaho, at this coming meeting, as comes to hut few men in a lifetime. When the Xational Irrigation asso ciation was founded, Idaho was a des ert, excepting along a few streams. Today it Is a smiling garden spot. Her deserts are reclaimed or are be ing reclaimed. Millions of govern ment funds are being distributed through her arid districts. Happy and contented homes have replaced the sagebrush waste. There Is no more fitting place for holding this convention than In Idaho where the fullest fruition has come to the Irrigator's dream. Cuba is going to give Alice Roose velt a $25,00(1 wedding present, says the Washington Post. Of course there will be objectors and the ac ceptance of such a gift by the presi dent's daughter will be made the oc casion for some carping and envious criticism. Nevertheless it Is a very graceful thing for the Cubans to do. They not only owe a great deal to the United States, but a great deal to the president personally for his fidelity to promises made by this country to Cuba. The president stood for Cu ban reciprocity against bitter opposi tion and largely to his Influence Is due the fact that our pledges made or Implied to the commercial Interests of Cuba have been kept. So serious has been the effect of a dearth of labor on the farming inter ests of Virginia that the state board of agriculture proposes to ask the legis lature for an appropriation of HO, 000 wherewith to advertise for help. If Judiciously used this fund will Berve the double purpose of attracting workers to Virginia's fields and at the same time exploiting her products In quarters where they are not now dis tinguished from those of other states. The old dominion could find no bet ter Investment, provided always that graft Is eliminated. Publicity will till her farms and dispose of the output. Valentines ! GIVE HIM A LIFT. Give him a lift! Of the 105 counties In Kansas. 85 are without a pauper, 25 have no poorhotises. nnd 37 have not had a criminal ci.se on the docket. In Kan sas, women have had full municipal suffrage since 1SS7. If during these 18 years women had neglected their homes for politics ns the opponents of equal rights proph esy that they will, half the men In Kansas would have been brought to the poorhouses by lack of thrift and domestic Industry on the part of their w ives, and the rising generation would have gone astray and filled the pris ons to overflowing, for want of motherly care. Just the opposite has happened. This Is another illustration of the fact that "It Is idle to argue from proph esy when we can argue from his tory." When a bill was Introduced a year or two ago to lake municipal suffrage away from the women of Kansas, no wonder It was voted down unanimous ly, nnd "nmld a ripple of amusement." Exchange.
