Conditions will be met and weighed as they arise and decision rested on them, The route as announced officially Is as follows: From the mouth of the Chesapeake Bay across the Atlantic to Maderla; through the Mediterran ean to the Sues canal; across the Red sea and the Indian ocean to Singa pore; thence to the Philippines across the Sea of China. This Is a distance, counting the variations that must be made, of about 13,500 miles, making the longest tow ever attempted In the history of marine engineering. The crews on board the colliers and consort of the expedition will be the same as when In regular service. The crew of the big dock itself will consist of about 35 men. Twenty-two of these are regular sailors, whose sole duties will be to watch out for the Jow lines. The rest of the crew will be made up of engineers, electricians and other mechanical experts. In order to get the very best men possible extra In ducements were made to ship aboard the dock, and the result Is a magnlfl cent body of men. The dock was floated on the morn partment of the United States and other countries as well, until she safe ly drops her anchors In the quiet waters of Sublg Bay. There has been much doubt ex pressed as to whether the trip can be made In safety. The floating dock at Havana, Cuba, was towed to that port from Scotland, but that voyage was short In comparison with that which confronts the Dewey; as the perils of the sea were much fewer with many more chances to make safa harbors In case of bad weather and to enable the tugboats to take on coal. Every precaution known to expert naval men will be taken on the Jour ney. The size of the dock and Its un wleldliness can be appreciated when It is known that the mere work of rais ing her anchors required two full days. The anchor equipment is very Intricate; regularly she uses eight 4fl00-pound anchors at either end these will be used when she reaches Olongapo. On the voyage she will use her specially made S000-pound emergency anchors, two at each end The expedition will comprise, be side the big dock, the powerful col Hers. While in f;ilr weather the big dock will draw only about seven feet, when a blow comes on it will be submerged to about IS feet. Cn account of the shape of the dock it is estimated that the wind pressure in a blow will be something like 350 tons. Against this the combined strength of the tow can Just about hold steady against wind and sea. Left to Itself In a gale, the big dock would he much the same as a full rigged ship with all sails set, and would be speedily driven from Its course. The matter of speed of the tow Is altogether conjecture. The only basts for calculation is the tow of the big dry dock Algiers some years ago from the Capes to the mouth of the Mis sissippi river. This dock was 100 feet shorter than the Dewey, and even then many troubles were encounter ed, and the average speed equaled only 100 miles a day. Enough water will be admitted Into her compartments to bring her drift down to 12 feet, to give her stability, ana the sections or tne uock nave been so strongly braced and keyed together that It Is believed by con structors that there Is no danger of the structure collapsing or "hogging" when It rides two or three big Atlan tic rollers. The tests began on June 23, when the cruiser Colorado was placed the dock, and remained for 24 hours, She rested as light as a feather, an the test was proclaimed a success every particular. The next day th battleship Iowa was placed in th dock, and while there underwent Im provements to her hull. The big doc nroved Its self-docking abilities, an the formal handing over of the doc to the United States government took place. To get a proper sense of tho size this dock, it must be seen. To begl with, it contains a trifle over 11,000 tons of steel, the riveting of which required something over 2,000.000 rivets. So great In bulk Is It thn.. when painters gave It Its single coat It required 130 tons of red lead and linseed . The dock Is 500 feet long over all. It Is 100 feet between tho fenders and 134 feet wide over all. It is 42 feet high clear of the pontoons and 04 feet high frqm the bottom. Its side walls are 14 feet thick and Its pon toons are 18-1-2 feet deep. When light -it has a draft of 6 1-S feet, but requires 63 feet of water to give a draft of 30 feet above the blocks. The dock Is fitted up with hand some quarters, equal to the best equipped man-of-war afloat. It has its own electric plant and has Its own apparatus for making fresh water and Ice from the ocean brine. It Is equipped also with a complete ma. chine shop. The original price In the contract was $1,127,000, but this fig ure of the cost has been augmented somewhat by additional machinery Installed. The dock will bo of great usefulness In the Philippines. At the present time the United States government has no docking facilities worthy of the name in the Pacific waters. With the dry dock stationed at Olongapo, and our coal supply there kept up, It will make a most powerful adjunct to the Pacific squadron At present when a cruiser or bat tleship must be repaired, It Is to Japan or Hongkong that the damaged steam er must go and there await Its turn or until the home government has no use for the dock, and then, on top of that, pay a very high charge. It Is In time of war, however, that the true value of the dock would be felt, for then the navy would have a constant base not only of supplies, but for re pairs and ro-coaling. Damn Not a Swear W ortl, Courts have decreed that damn Is not a swear word, ana tne Ann- Profanity society does not seek to place Itself above the law. "Gosh," shucks." "fiddlesticks" and tne line are slang words, so Mr. Lett sayi the same as "fudge." "darn It," etc. Explaining himself more fully the na tional secretary says: The use of a word used to desig nate the Deity, when used In con damnation or any other sense, is swearing, because It Is taking God's name In vain. The use of the prepo sition "by," In connection with the Deity, such as 'by God,' or 'by the Lord,' Is swearing, because you take God's name In vain. The words 'hell' devil' can be used In such a man ner as not to be considered profanity, but when you say 'by hell" or 'by late the Biblical text I have Just the devil' you swear, because you vlo given you; you swear by him, an evil spirit, or by his satanlc majesty's realm. You swear by something to use profanity. The use of a single word Is not swearing. Then It merely an expression or exclamation. Our society urges upon all moral citizens not to converse with men who swear, without first calling their attention to their objectionable habit That will do more than anything else to stamp out swearing. Men . who swear In the presence of children are the men we are after. Children copy men. For the first time In the history of Oregon, a colored lawyer McCants Stewart argued a case before the state supreme court. He was admit ted to practice In Oregon two, years ago, and Is the only colored lawyer in the state. He Is a graduate of the University of Minnesota. In 1890 Sur veyor Barnard made a re-survey and found that these Indians had been de prlved of 357,878 acres of land by a mistake in the original survey. The Indians, however, only claimed 293, 837 acres of this disputed area. The department has approved the survey, giving them what they claimed, Congressman Jones took up the matter with the Interior department, the secretary being under r .npres- slon that it was a matter ft. congres sional action, but Jones showed con clusively that It was entirely within the secretary's province to restore the 64.000 acres of land to the Indians. Congressman Jones was today notl fled that the secretary of that depart ment has reached the conclusion that the right of the Indians extends to the whole tract of 357,878 acres, as shown by the Barnard survey.
