How puny and Insignificant seem the. empty baubles of the world and Its distracting war to the knife, com pared to the holy compact of brother hood and fraternity which underlie the life of the human family! Int us atop on the brink of the abyss, over which the forgetful soul lusts and hungers In distraction, to consider! What are all our shurp barguin.i, what the hatred, what the driveling jealousies, the knife thrusts of com mercial warfare, the plots against the deserved auccess of our fellows, the dark revenges planned in anger and heartlesaness by men with towerini; and superb minds, to humiliate and belittle their fellows? May God forgive the thoughtless world its conscious and unconscious tins? Hay' love live for one hour, as the tuto occupant of the hot heart of the world. May it banish for this day the darkness and suspicion and give the human family the strength to say In ' humbleness and contrition. "My brother!" Jjet us put away the sharp prac tices for today. Let us draw In the tense claws of commercialism; let lU ahoathe the knife of hatred and Just be our own better selves, free from the affectations, the deceits, the hlttorncsses'and antipathies of the baser side of our natures! My brother! Here Is the hand clasp or fraternity today. Tomorrow we may stand In the iuena with drawn swords. Today let us put away the arms and accoutrements of the eter nal warfare! My brother, my brother! How empty are all the deep auherncs of the wicked heart of tr.ulo and traffic, when compared to the elornlty which awaits you! Today we struggle and hate and destroy, to tomorrow we mingle our dust to gether and the same loathsome worm consumes the pauper and the king Today we lay iilans to defeat and undo our neighbor, we clash In a death-dealing competition which sub merges the weak and drives the tim id to the wall! Tomorrow, unrt we lie under the. sod, a handful of mouldering dust with our hopes, as pirations and dreams but memories. Why not remember that we are all tie children of one eternal, house hold? Why should divisions embitter and shorten our lives? Why should we live In dread of the light, awaiting an opportunity to strike at a more successful brother? One continual warfare Bharp, bard driven, merciless, unsparing rrmfuses the world and destroys the tender Instincts of life! The sharp med claws of trade rend asunder the sentiments of charity and fraternity. Put for one holy day, on this an ntversary of the birth of the Savior o6? men, let our whole creed, our vrholo thought be, "My brother.' Tomorrow we will disappear on our different missions of selfishness! And on another tomorrow, all loo soon we will see the gaudy dream shat tered, the lights extinguished, ttu fabric dissolved and this burning thing called a heart, filled to over flowing with its little fluttering pal pitations, will stop short the hands, stained with the records of the life work, will be folded In Idleness and the busy brain, racked and distracted with its pigmy designs, will run down like an unwound clock, the last dy ing stroke mocking the unfinished designs left behind! My brother, what does It avail that we war to the knife? What does It avail that we tear down, retard, hin der, oppress each other?' Why should we climb up to a lone and barren peak of selfishness and warn away all who approach with words of cheer or helping hand? Why should we build up a business wall and sit within, a lone and solitary recluse? All about is the effulgent sunlight of heaven, the promise of the dawn, the benediction of lavish nature! All about us lie the glinting rays of hopo beckoning us higher, higher! All about is the symmetry and order of the great design while man, alone, of all the creatures Is rebellious and studiously ungrateful. Do you not hear the faint prompt ings of a long forgotten augel in the heart today, pleading for a resurrec tion of the better self? Do you not hoar an anguished cry from the crushed heart of the world, pleading for a return of the tender sympathies that once marked the course of hu man life? My brother, let us henceforth di minish the sum of human bitterness. Let this Christmas be an epoch marking the return of human kind ness upon the commercial battlefield. We have beeti forgetful, havo grown calloused: we have been neglectful of the spiritual and havo only feasted and fatted the animal In our lives. It us put down the evil tendencies of the age. Let us revive the home ly, splendid virtues f fraternity and charity and keep them forever warm n our bosoms hereafter. While rhaiises cater to current prejudices and cling to cumbersome conventionalities, the Christian points out the ever brightening beauty of those iduuls which to establish God mada the human race. CIIAWKK IS OUT. Lieutenant-General Chaffee does not voluntarily give up his pot as chief of staff. He has been asked by the commander-in-chief of the. army and navy of the republic to step asil early In January In order that Major General Uates may become chief of staff in his place. When General Chaffee became chief of staff it was with the expectation that he was to remain in office until his statutory retirement from the active list, April. Gem-nil John Coulter fiates. who succeeds General Chaffee as chief of staff, U. S. A., was born in Missouri in 1SIZ. Ho served during the civil war wtih the army of the Potomac. In the Spanish var, at .Santiago ho commanded an Independent brigade, in support of General Lawton, and waa made major general of volun teers during the campaign. After the .Spanish war he served In the Philippines, and conducted the nego tiations with the Sultan of Hulu which resulted in the latter's acceptance of United States supremacy. GllrT IS MAIL CARRYING. In his annual report Postmaster General Cortelyou makes some Inter esting suggestions as to the plan of cutting down the postal deficiency. In this report Mr. Cortelyou devotes considerable attention to the question whether "a substantial saving In the cost of railway mail transportation could be accomplished by forward- Ing bulky periodicals and mall mer chandise by fast freight instead of what is known as fast mall, and by providing that such matter as would ordinarily go by fast freight under this plun should pay extra postage whenever transmitted by fast mall. It is not a bit strange that Mr. Cor telyou In his recommendations did not touch upon the expenditures made to railroad companies for man transportation? According to Mr. Castle, former auditor of the poster flee department, the government paid during the year 19U4 the sum of $46, 000,000 for the transportation of the mails. Mr. Castle says that at least five million dollars of this sum rep resented graft. He declares that un der the item of "the runt of mail cars more Is paid annually for the bare use of the cars than the cars cost in the first place. It would seem that In his dignified annual report Mr. Cortelyou might have given some attention to the absorption of postal revenues by the railroads. In that report he makes many recommendations. He even goes so far out of his way us to Indorse the ship subsidy scheme, which he calls "a means of nationalizing the country's foreign mall service." Although, the attention of the au thorities was long ago culled to th extortion practiced upon the govern ment by the railroads In the carrying of the malls, no one In authority has so far made any serious effort to pro tect the public Interests in this re spect.
