An English paper bewails the u--creaaing birth rate In England In the following manner: England's birthrate is .lecllniug. it touched Its highest point, since regis tration begun in 1838, In 1876. To day It Is at Its lowest. The children of the most prolific mothers those of 1876 are the most unproductive mothers. The reason assigned for the frightful decline Is "the decay of the maternal Instinct." Only 75 per cent as many little ones see the light now, or remain In It, as saw it 30 years ago. No one factor, however, can account for the entire falling off. The fact Is, there arc many causes. Notably among the most prominent is the advanced age at which persons marry and the fact that a great many never marry. Previous to 1876 the marriage rate was 16 to 17 1-2 per 1000. Today It Is 16 1-2. Tiv claim made for years by leading es-jimmlsti that population was supposed lo vary with the food-supply is being doubted. It falls to hold good In England, 'or at no time lu the past was food so cheap or so abundant as it I today. Possibly, says one writer, "rent, the rates, and taxes have more to d i with the quoHtion than has the price of wheat." The fact of the mutter is, the question Is beyond the best men In tho empire. It baffles everybody from the humblest to '.he highest. In the fight for first place that Is on, It means, or may mean, a prcat deal to England whether her birthrate is small or larxc. A short crop of little ones in 1905 and In enrh succeeding year means a short crop of men for the army, navy, mills, shops, farms, ships, " factories, and colonies of England 5 or 30 years hence. Advance in sentiment In favor of enforcement of anti-gambling laws was reflected yesterday when the As sociation of Sheriffs of Oregon adopt ed a resolution declaring that It was the duty of all Rheriffs to strictly en force the laws, says the Oregon Daily Journal. The pronouncement is looked upon !)y citizens and politicians as excep tionally significant of the existence of a powerful demand for better civic conditions in the state. Heretofore few sheriffs have be lieved that they could successfully enforce tho anti-gambling laws for the reason that the people of their communities were not prepared to back such a movement with suffi cient unanimity. When the sheriffs' convention as sembled Wednesday It was under stood that some Important announce ment would follow, but few persons were prepared to learn that tho as sociation would officially declare for Hie anti-gambling crmado which has been active in several of the counties. Inasmuch as the sheriffs assembled In the convention are of both demo cratic and republican faith, the posi tion assumed by the adoption of the resolution is looked upon as absolute ly dlvorrej from partisan considera tions and the opinion was' freely ex pressed that the effect will be lo In vest the campaign against the gam blers with a strength not heretofore possessed. It is believed that In view of the formation of a plan by a cabal of gamblers In Multnomah county to regain the ground that Vias been lost here and to reinstate themselves In the control of the city, county and to some extent the state governmnt, thu resolution of tho sheriffs will op erate to their disadvantage and scat ter the forces that were being rallied.
