Joe Craig, the well known Umatilla
Interpreter, has Just received n niosi
cordial and sensible letter from Rob
ert O. Valentine, secretary to the com
missioner, who visited the X'niallll.i
reservation last summer In the Inter
est of the tribe. In this letter Mr.
Vnlemlno, whether consciously or not.
expresses the far-reaching and ulti
mate policy of the government townrd
the Indian.
After writing of personal matters to
I'rnlg, Mr. Valentine says: What the
commissioner wants Is for each Indian
to stand on his own feet. Just the way
the white man does. We like the In
dian and we believe In the Indian, and
we think that as soon as he learns
both the good qualities nnd the bad
finalities of his white neighbors, ho
will bo able to protect himself nvnlnst
the bad things and benefit both him
self and his neighbor through his
knowedge of the good things.
There Is one thing which I noticed
at the Umatilla reservation Inst sum
mer, but did not think It the right
time then to speak nbout It. It does
m em that the time has now come to
speak about It. It is this: I hope you
will do all In your power, both by ex
ample and word, to free tho Indians
nf your reservation from the unrea
soning opposition to full nnd fair con
sideration, of any plans their while
neighbors hnve brought forward In
tho pnst or may bring forward In fu
turo. Nobody knows better than you how
strongly I stand for the rights nnd
privileges of tho Indians against the
encroachments and Injustices of the
whites. It does not mntter to me for
color, white or red, but I stand tor
Justice to all. So not fearing that you
will misunderstand me on this point,
I want to say that I did notice a great
deal of unreasoning opposition on part
Of the Indians to certain propositions
iihl a good deal of selfishness on theli
part, which Is not a good thing for
either wh'te men or red.
A good deal of this feeling on part
if the Indians was perfectly Justifia
)le under conditions as they have ex
isted; but now, under a ninn who has
,-nnr Interest at heart and at a time
.vlien the Indian office, through my
visit to you last summer, Is especially
nterested In your reservation, you
have no reason to fear unjust en
croachment on part of your while
li Ighbois. They w ill be allow ed to do
milling Dial ts unjust to you.
And so, when the government some
veins from now lakes Us hand oft
our allotments, you will be left, not
s Indians among white people, but
a men among neighbors. You will
then keep your properties and thrive
m them, or lose them nnd become
ankrupt paupers entirely as you now
earn to live, not apart from the

ull understanding and harmony.
Whatever you can do to bring
ibout this spirit on the reservation

In company with another workman,
Charlie Swanson. a Swede, was blast
ing for a timnel, being the only two on
the 'light shift last night. His com
panion was in the cayote hole, boring
a hole to receive the powder, while
Suanson was outside thawing out the
powder over a camp fire. He held
four sticks in his hands, when, ns
might have been expected, tin explo
sion occurred.
Hastening out the man found Swan
son crawling nbout on the ground In
the dark writhing In pain. His hands
were virtually blown off, and scarce
ly waiting to find out how badly he
was hurt, his companion hnstened for
assistance. As soon as possible the
little launch Princess May wns secur
de and the poor fellow brouirht to the
city and taken to the hospital.
As It happened, Dr. W. O. Pulton,
general medical superintendent for
ihe north bank line, was In the city,
and with Prs. Ferguson nnd Rcuter,
made the poor fellow as comfortable
ns possible. Itesldes having his hands
almost blown off nt the wrist, his right
eye is out, left eye Injured, light leg
and arm Injured nnd his face burned.
He retained consciousness on the way
up. but suffered fearfully.
The doctors say that as soon ns he
recovers from the shock his hands
must be amputated, leaving him vir
tu. illy helpless and In reality worse
than dead.
Ami so nnother victim is added to
the long list of those who thaw pow
der over camp fires.
Sixteen Mills nt linker City.
Total tax levy of 16 mills was voted
by tho city council last night at Its
regular meeting at which all council
men were present. The regular levy
being 10 mills, which cannot be ex
ceeded, n special levy of six mills was
also ordered.
Upon the report of the finance com
mittee showing that the sum of
(13,315.50 Is required us a result of the
general levy nnd the amount of tax
able property Is $1,331455, the 10-mlll
tax was ordered. Tt also being shown
that the sum Of HISH.M is required
for lights, J2R00 for street sprinkling,
and $1000 for the public Vbrary, the
additional levy was Imposed, making
the total for that ordinance $"s.!in.

Valuable Horse Shot.
Saturduy evening Sam Bowers, a
trotter owned by John Lance, and w ho
was valued at $1500. had to be taken
out and shot, says the Walla Walln
I.'nlou. The horse was being exercised
at the race track Saturday afternoon
and was kicked on the leg by another
horse and the leg was broken. A vet
erinary was called, but he was unable
to do anything with the animal. Sam
Bowers won the free-for-nll here at
the fall races this year and also won
It at Spokane and North Yakima. He
won for his owner over $4000 and had
