Nearly all towns In the county have had their city elections, but Athena will not vote until the early part of March. Baker City Justice Startled at the Ver satility of lleilner. The Judge and the usual audience In the police court this morning were greatly surprised and startled when they found that City Attorney Hellner was an expert In speaking Japanese, says the Baker City Herald. Jim, an almond-eyed Jap, who ap peared before Judge Levens charged with having no visible means of sup port, was the means of bringing the city attorney's hitherto unknown and unsuspected linguistic powers to light. Jim was ushered before the judge, who immediately told him why he was in Jail. "Are you guilty or not guilty," Baid Judge Levens, but all the satisfaction he got was a vacant stare of utter incomprehension from the wily Jap. A few more tries and the court gave it up. "Send for an Interpreter, and maybe we can get this matter straightened out," ordered the court, and Chief Jackson started for the front door. Before he had gone very far, how ever, he was called back by the city attorney. "You don't need to get any Jap to explain the charge," stated Mr. Hell ner to the court. "I think I under stand the language well enough to explain what we want." Then while the court and those present listened in amazement, the city attorney spoke some words to the Jap which caused his face to gradually assume a pleas ed appearance, and his head to nod vigorously. He says that he is guilty, your honor, said Hellner, addressing the court. "Tell him then he is fined $10.' said the court. The order of the court was translated and the Jap still smil ing, was taken back behind the bars to spend five clays. Of the na tive white population, only 46 out of every lOOO. or fewer than one in 20; of the foreign born white, 128 out of every 1000, and of the negroes 446 out of every 1000 are Illiterate. Internal compilations restricted as far as possible to corresponding classes of the population are on the whole favorable to this country. In dicating that In most European coun tries illiteracy is much more preva lent than It Is here, although the rnlU;d States Is still far behind Ger many. Sweden. Norway, Denmark and Switzerland. There Is also ground for satisfaction In tho statistical evidence that illiteracy is steadily being reduced. In 1890 the number of Illiterates per 1000 was 133 for the total popu lation. 62 for the native white popu lation, 130 for the foreign born white, and 568 for negroes, Indians and Mongolians. The female sex. Is shown to be more Illiterate than the male. The Illiteracy for females being 112 per 1000 and for males 101. Engaged in a vig' orous and determined fight with the Canadian Pacific railroad, and repre sentlng the merchants of Vancouver who have organized for the purpose of boycotting that road, a committee of Vancouver merchants arrived In Seattle yesterday for the purpose of consulting with high traffic officials of the Great Northern and Northern Pacific, with a view of routing ship' ments from the east via the American roads. The committee conBlBts of A. G, Thyme, R. P. McLennan and W. J, McMillan. They arrived In the city yesterday, accompanied by Kerneth J. Burns; Vancouger agent for the Great Northern, and are guests of the Hotel Butler. They were met in conference this morning by C. M. Levey, third vice president of the Northern Paci fic, and later by Henry M. Adams, western traffic manager of the Great Northern. The fight of the Vancouver mer chants is for rates from their city to Calgary, Edmonton and Macleod In the northwest territory which will en able them to compete In that territory with Winnipeg and eastern centers. The officials of the Canadian Paolfic refuse to grant the rates demanded on the ground that the haul eastward from the coast was over mountain divisions, while that from the eastern terminals westward was over prairie territory, making a radical difference In the cost of the traffic. This refusal was announced In communication to B. W. Greer, gen eral freltrht agent of th road from O. M. Bosworth, fourth vice president with headquarters at Montreal, made publi: In Vancouver Friday. Immedi ately upon tho publication of that re ply the merchants prepared to carry out their boycot as completely as pot- sible. All-eady orders have been sent to eastern shippers to route all through shipments via the American roads. Western officials of the road are now putting out the suggestion that If the merchants of Vancouver per sist in their attitude the road may be forced to "protect itself" or In other words to retaliate by giving terminal and distributive rates to interior points, thus turning over to them much of the distributive trade now enjoyed by the coast terminal. Vice President Bosworth, In his let' ter to Greer, made the statement that the Canadian Pacific has already gone far beyond any other Pacific coast line in enabling coast merchants to extend their business to interior points. Meanwhile the contention of the Vancouver merchants has been re ferred to the Canadian railway com mission with the request that the com mission order the road to put into ef' feet the rates demanded.
