The East Oregonian has Just re ceived new maps and descriptions of the Wenaha forest reserve in Wash lngton and Oregon, which are cheer fullv Dubllshed for the benefit of Umatilla county people who are in terested In the range within ' the boundaries of the reserve. The Wenaha reserve which was created by proclamation of the pres ident on May 12, 1905. comprises ap proximately 1100 square miles of ter ritory, fully one-half of which is not surveyed, and extends from Charley fork of Asotin creek In Garfield coun ty. Wash., for 70 miles In a south westerly direction, to a point near Perry. In Union county. Ore., and In- eluding a strip of timber and range land reaching over the range of the Blue mountains on either side and varying In width from 25 miles In the heart of the Wenaha river mountains to a width of but eight miles at the southern end, near Perry. Practically all the streams heading In the Blue mountains In the conn ties of Umatilla, Union and Wallowa In Oregon, and Garfield, Columbia and Asotin In Washington, have their sources In this reserve. Leading Druggists 623 Main Street arlt'8 of the reserve, the streams hav- lng sources and tributaries In this reserve are ns follows: All of the tributaries of the west fork of the Tucannon. all the heads of the Touchet and Its tributaries, all of the Wenaha river and Its numer ous, tributaries, this being the prin cipal stream system In the reserve; all the headwaters of Mill creek, the two branches of the Walla Walla river, the north and south forks of the Umatilla river, Buck creek, Mea cham creek, North Fork creek, the wo branches of the Looking Glass on the east side of the mountains, Five Points creek, Elbow creek and the minor streams heading on ML Emily, west of La Grande. The widest point In Umatilla coun ty is 14 miles. In a direct line across the Blue mountains at North Fork creek. The reserve narrows as It reaches southward and on the Blue mountains near Meacham It Is but about eight to 10 miles in width. On the headwaters of the Umatilla river are several unsurveyed townships, all of which are within Umatilla county and which contain excellent range The most magnificent range and timber district In the entire reserve Is In the almost Inaccessible monn tains at the headwaters of the Wena ha river, for which the reserve Is named. The district Is almost whol ly unsurveyed and is a range of high mountains well watered and isolated from settlements and therefore ex cellent range country. The reserve is over one-third as large as Umatilla county, which con tains but 3000 snuare miles. It is said to be most abundantly supplied with water of any of the western re serves and furnishes pasturage for an enormous number of stock. In cluding cattle, sheep and horses. Charter for Electric Railroad. The Boise Valley Construction com pany, of Boise, filed its articles of in corporation with the secretary of state and county recorder today. It Is cap italized at 1250.000. The special ob ject of the company is to construct the Boise valley electric line from Boise to Caldwell. The board of directors for the first year are: Robert Noble, B. F. Olden. H. P. Ustlck, D. R. Hub bard, W. H. Gebbard, George Butler, John McMillan. W. P. Hard. W. N. Donaldson. Boise Capital News. Now that Oregon has a federal Judge, there will be an opportunity for much Umatilla county business to be disposed of, and the different at torneys who have cases are preparing them for hearing. Attorney R. J. Slater Is now In Port land, and he has written Judge S. A. Lowell of the progress that he has made. In the case of Smith vs. Bonlfer, Judge Wolverton has appointed J. S. Ueckwlih us special master In chan cery to take testimony. In the case of ltosie Parr et (it, vs. John Damon, a demurrer will De arguea on Satur day, and in the case of Kalyton vs. Kalyton, on appeal has been made from the supreme court of Oregon to the supreme court of the United States in order to settle the question of state Jurisdiction in reservation cases. There are two fundamental ques- tlons Involved In the federal suits that are now pending from this county: the question of whether or not the right of dower exists, and the question of state court Jurisdiction. In the former question the right of an Indian woman to inneru mnus from her husband Is Involved. In the federal law upon the subject It is pro vided that the property of a deceased Indian shall descend to his heirs, con seauentlv It would seem that the widow of an Indian is entitled to share of her husband's property. But while on the bench the late Judge Bel linger Intimated that the dower right does not exist under the wording of the federal law. Also, many attorneys now take that same position. Conse quently, the question Is at Issue and Is the basis of several suits that are now pending before the federal court. It Is one of considerable local Import ance, because until It Is decided there is doubt concerning the title to much lund on the reservation. Also, the decision will vitally affect the widows of the reservation, for should It be held that the right of dowsr does not exist, they will be virtually left as paupers. in the question of state Jurisdic tion In reservation cases more Is In volved than in the above point, and a decision is awaited with great In terest. In the past the Oregon su preme court has been Inclined to take Jurisdiction, while Judge Bellinger was disposed to hold that the federal court alone had authority, snouid the supreme court take that view of the question. It is held there should be another federal district made for eastern Oregon, owing to the Immense amount of business from this part of the state. But should It be held that the state courts have concurrent Jur isdiction, cases may then be brought In either the state or federal courts. Ikmlrrs Defeated Night. Last night at the Walla Walla Howling Alleys a large crowd saw the Walla Walla team defeat the Pendle tonlans in two games out of a series of three, says this morning's Union. John Kremer bowled the highest score, 220, In the first game. He also hud the highest average of the bowl ers, his average being 199 1-3 for the three games. Wulla Walla won the first two games and Pendleton the third. The local quintette won the first game by a margin of 156 points, and the second by 200 points. Alcorn Returns Prom a Month's Visit at Hanford In the Heart of Uio Vineyard District. R. M. Alcorn, the well known pio neer of this city, returned last eve ning from a month's visit with his brother In Hanford, Cal., and Is de lighted with his experiences. He hod not seen his brother for 41 years and the reunion was a pleasant one. While In Hanford Mr. Alcorn visited the largest vineyard In tha world, the Lucerne, consisting of 960 acres and equipped for handling the grape from the time It is picked until It Is sent to the wholesale houses In the form of raisins. Mr. Alcorn prefers Umatilla county to anv nortlon of California, which he saw during his visit, however. L. K. Kerbaugh, formerly of this city and recently a resident of Port land, may find himself in serious dif ficulty through having Issued a num ber of apparently worthless checks while here a few days ago. On last Tuesday morning Mr. Ker baugh arrived here from Portland, and after being here all day he left at night for Denver. While here he was slightly Intoxicated, and during the day borrowed small sums of money from different friends and also isued four or more checks for small amounts. One of these for S10, was taken by Flsl.man & Peters of the Pendleton Laundry; another for the same amount was cashed by Lyman Bros., the Court street produce deal ers; a third was taken by B. C. Smith, O. R. & N. agent. The fourth check, which was for $25, was taken by Lee Teutsch. All of the checks were cashed by the different parties as an accommodation for Kerbaugh, who made many friends while here nd In whom the utmost confidence was reposed by those who took his hecks. However, this morning all four of the checks came back from the Ore ion Savings bank of Portland, marked, "payment stopped." When the above was learned, sev eral of those who held checks laid their cases before District Attorney Phelps and that official has been In vestlgating the affair. However, he stated today that If Kerbaugh ha'd funds In the bank at the time the checks were drawn he cannot be prosecuted for obtaining money un dur falBC pretenses. Consequently, unless the facts should be found dif ferent, no action can be taken against him here. However, it Is understood that previous to his recent arrival here he gave to Portland people sev eral checks drawn upon the Commer cial National bank of this city. In which Institution he had no funds at the time. However, It Is generally believed that the whole affair has been merely a drunken escapade and that all of the checks will be finally paid, as Kerbauah is known to have some property In Seattle. From here he apparently left for Denver, as he purchased a ticket for that place and left on the train Tuesday nlgnt. While In this city as business man ager of the Morning Tribune Mr. Kerbaugh was highly regarded and made numerous friends who greatly regret his performance. He was also employed for a few days by the East Oregonian and on leaving Pendleton went to Portland. C and R, Fourteenth cavalry, arrived tit Fort Walla Walla this morning In a special train from San Francisco, suys the Walla Walla Statesman. The detachment was In command of Col. Goodwin and con sisted of 14 officer and 280 enlisted men. Upon the arrival of the train the troops marched to the garrison and at once took quarters In the old barracks at the post. C ase Was Dismissed. In the Justiee's court this morning Frank Mnrquam was tried on a charge of assault and battery preferred by Herman Halverson. Both of the men are residents of Nolln, and the trouble hetween them Is said to have resulted rrnm a rlisnute over an account.
