If a local company, which is not in terested in the Northwestern Gas & Electric company, could be induced to start a gas plant here, to form com petition in the heating and lighting fa cilities of the city, it would be much better for the city than to give this Philadelphia company control of these facilities. If local capital can be Induced to lake hold of this proposition, will it not be better for every property holder in the city, lo keep the profits at home, where they will be reinvested In new improvements and additional business? The KaM Oicgoniuu has no personal interest in the matter whatever. The best Interests of the city should be guarded and for this reason It is op posed to the gas franchise now before the council. It believes that the lighting and beating facilities of a city should be subject to regulation by the people, at all times, and that changing conditions should be taken Into consideration In granting valuable franchises to any tompany. Of course If the Northwestern Gas A Electric company can secure a gas franchise in Pendleton, North Yaklmi. Baker City. Boise City. Walla Walla and other cities in the northwest, It will strengthen the company and give more prestige to the electric bonds, and for this reason those who hold stock In the electric company are In terested in securing this franchise under the most favorable terms for the company regardless of the condi tions under which the public will be tie I up for IT, yr.ars. The people do not want to see a monopoly of these facilities given to any company and certainly the coun cil cannot afford to do so in the face of honest and unanswerable opposi tion. And after we get the gymnasium In stalled and In perfect working order. the bills paid and the machinery oiled an 1 running smoothly then, boys, let as g'r after a city park. That will be a worthy object. It lies within reach. It means a logical ex pansion which the young blood In the association should and must aspire to. Tho response to your demands for a gym has been all and more than you desired. Now let us talk business. Iyt us reach out. No ventures need be made, but Ju.-l plain, logical, prac.. tical work for a park should begin. Till-: INDIAN'S I ION I) OF HONOR Among the Indians, written docu ments and signed instruments have little weight. Their word of honor la the most sacred and Inviolable bond they know. In writing to the Indian commis sioner a few days ago, concerning a settlement of tribal affairs which has long been pending on the Umatilla reservation, Umaplne, sub-chief, said to the eommissioner: "I have ' seen your faee and talked with you. You will understand." These words ivealllng a former promise of tile eommissioner told more than any signed and sealed bond could express. The sub-ehlef and the eommissioner hail talked faee to faee and that was sufficient. Any promise made at lhat mci'tlng would bind Um apiue unto dealh and he considers that sui'h will lie the rase with the commis sioner. "1 hac seen your face and talked with you. Yon will understand." In ruiapine's rode of honor this was a bond to the uttermost. Noth ing could add any more sacred and binding features to his part of the agreement. All he asks Is that the white man so regard his promises. It would be pleasant to know- that such simple bonds bound more whites than they do. rni; TitiitrNK is .n:i.oi s. The Morning Tribune tries to cover and shield the ucsilonuhlc acts of the city council by abusing the East Ore gonian. This Is Ihe only defense It has for members of the council who have been brought before the public by the East Oregoniau. Had the East oregoniau not pub lished a fac simile of Wells' water sprinkling bill made out by himself and then Indorsed by himself as coun cilman, he would still be in the coun cil, holding an illegal contract with the full consent of that body. Mayor Matlock always opposed giving Ihe sprlliktin contract to Wells while he was a member of the council. Had not tin- Hast Oregoniau exposed the unlawful act of the council in giv ing the city priming to the Tribune because of its politics, although it bid highest for the work, the taxpayers would not have known of this ques tionable conduct. The cost of this ac tion to the taxpayers will be shown in detail before the present council is out of office. The Tribune is jealous of the suc cess and prestige of the East Ore goniau and its only means of making a show of defense for Its friends Is to abuse the East Oregoniau, and sup press the news about the saloons. For this purpose it has imported a new editor, the owner and proprietor hav ing given up the task Iti despair after five years of severe mental strain. In the meantime this paper will con tinue to give the news and defend the people's Interest on every occusion. JKIiliY SIMPSON'S HEADY WIT. A contemporary recalls that when the Philippines were under discussion, the late Congressman Jerry Simpson made an extreme speech against our course in the Islands, which "went to the last limit and roused the republi can side to a red rage." The reply, says a contemporary, was made by Cannon, of Illinois, now speaker of the house. He spared no words in denouncing the Kansan. In his peroration he said that If Simp son's speech had been made in Manila he would have been tried by drum head court-martial ,ind shot to death as a traitor. The situation became intense ami the sensation acute.
