IliillowcVn PuhnciI Off Without Much Excitement In Pendleton. Last night was Hallowe'en, accord ing to the comic papers, and It was celebrated In Pendleton according to the usual method. But, although quite a number of people of various ages were out on mischief bent, there was nothing very shocking to show for their work tills morning. During the eurly evening the portion of the city east of Main street was treated to a firecracker bombardment which, how ever, was not very serious except to the more or less nervous. Col. J. M. lientlcy, who as constable was In duty bound to prevent any law lessness, is said to have been kept within his house by means of an Inch rope nbout 60 feet long which was tied to his door knob and then fasten ed to a tree. According to Mr. Bent ley the rope will be returned to the unfortunate owner should he claim his property. Not lev to Woodmen. Pendleton Camp, Woodmen of the World, will meet promptly at 7 o'clock on Saturday evening in order to fin ish work of camp by 7:45, when the cainp will go In a body to the First Christian church, where n public re ception will be tendered Head Consul I'oak. Bentley left this afternoon for Echo, to Investigate the fire which occurred there last night. T. W. Ayera returned this morning to the Gold Coin mine at Rye valley near Durkee, lifter a few days' visit in the city. Mrs. E. Hwauger of Kamcla, who has just attended the funeral of h.?r daughter at Hoqulam. Wash., returned home Monday. Rev. G. L. Hall, pastor of the Bap tist church, returned this morning from Echo, where he has been hold ing some meetings. Miss Edna Thompson arrived last evening from Portland, where she hap been visiting for some time with friends nnd relatives. Judge Robert Enkln of La Grande, returned home last evening after at tending the meeting of the Pendleton academy trustees yesterday. Sim Cully, the Weston merchant, was a business visitor In the city, coming down on the morning train and returning In the evening. D. C. Brownell, the pioneer irri gator of Umatilla came up this morn ing and left on the Spokane train for a business visit to Walla Walla Rev. W. 8. Holt left for his home in Portlnnd this afternoon after attend ing; the meeting of the board of trus tees of Pendleton uendemy last eve ning. Miss Neva Hodder, who has been visiting Mrs. J. A. Carlson at Ka mela for the past week, returned nnd resumed her studies In the high school. Mr. and Mrs. Charles Flshman, of the Pendleton laundry, returned last evening from Riddles, where they had been to attend the funeral of an aunt of Mrs. Flshman. Miss Leola. Johnson, a student of Pendleton Business college, was called to her home In La Grande this eve ning by the serious illness of her mother. Mrs. T. B. Johnson. L. J. Henderson, who until recently was day operator In the Western t'nlon office here and was transfer red to Portland, has returned to this station and will resume his old po sition. A. P. Davis, D. C. Henny and A. J. Wiley, consulting engineers of the rec lamation service, left on the evening train yesterday for southern Idaho, after having been here during the afternoon. Mrs. Levi Johnson and children ar rived this morning and will reside per manently In this city. Rev. Johnson having been assigned to this district as Sunday school missionary for the Presbyterian church. Frank Cook, who has been employ ed by Joe yy at the Prospect ranch on the Grand Ronde river, was kicked by a horse a few days ago and is at his home on South Thompson street for a few days, while recovering from his Injuries. Several bones in his hand were fractured by the kick. Counties Owe the State. The Inst legislature appropriated JltlMia to enable the state treasurer to check up the counties and incorpor ated cities and towns of the state for the purpose of determining what amounts. If any. were due the state from such counties, cities and towns, as the state's 10 per cent of the liquor liceniie money under the net approv ed April 2. 1888. In order to guard against future delinquencies and to bring to the slate all the revenues to which It Is entitled under the law. Treasurer Mills had Introduced the present law. under which no liquor license 's valid In the state until it Is Indorsed by the state treasurer with his certificate as to the payment of the state's 10 per cent of the amount of licence fee In each case. The amount due the state from the incorporated cities Is $104.8!S.5S, and from the counties. $(1523.10; total due the state. tll.422.6S. There is due the state from North Yakima, accord ing to the statement Just Issued by the stuto treasurer, $2043. HO. Yakima City owes the state $130 as Its 10 per cent on licenses received. Inthe district . court yesterday judge Smith sentenced Frank Callo way to pay a fine of $l!0 and serve 30 days In jail for violation of the Sun day closing ordinance In Boise. The case was tried before Judge Smllh re cently while sitting here for Judge Stewart. At the trial n demurrer was Interposed to a further hearing of the case, on the ground that the ordinance upon which Calloway was convicted In the justice court, nnd from which court lu. appealed, was unconstitutional. Judge Smith took the matter under advisement, nnd after concluding a session of court in Owyhee county, he returned to Boise to dispose of this nnd other matters. As announced In the Statesman, Judge Smith upholds the constitutionality of the ordinance In question, and yesterday he seutenc ed the offender ns above stated. Boise Statesman. The particular charge against him was selling liquor without a license, the brewery, In common with whole sale houses, not having been required to take nut licenses, although the wording of the ordinance was such as to Include every place where beverages w ere sold. He was 'convicted of this offense, and Judge Locke assessed a fine of $50 and costs for his neglect to comply with the evident Intent of the law requiring all such places to be closed on Sundays and at midnight. Notice of appeal from this decision was at once given. The other case against Mr. Lemp was In connection with hhuncglect to comply with the order of the city council ordering the ruins of his build ing at 714 Main street torn down. Supplementary articles of incorpor ation were adopted by the board of trustees of Pendleton academy at the meeting of the board yesterday eve ning, the new articles to be filed with the secretary of state and the county clerk at once. The principal change In the arti cles of Incorporation was made nec essary by the division of eastern Ore gon Into two Presbyteries, and the creation of Pendleton Presbytery. The number of trustees was Increas ed from 10 to 15. leaving 10 trustees to be elected by the Pendleton Pres bytery, besides the three ex-offlcio trustees consisting of the synodical missionary of Oregon, the pastor of the Presbyterian church' of Pendleton and the clerk of the Presbytery, one member of the Pendleton church and one alumni of the academy. The formal election of the full new board will take place in a few days, or as soon as Pendleton Presbytery can meet and nominate the members. Will Give Free Scholarships; At the meeting of the board yes terday evening it was decided to giv one free scholarship in the academy to each of the rural newspapers In Una district tributary to Pendleton, Includ ing the Adams Advance, Athena Press, Weston Leader, Freewater Times, Pilot Rock Record, Monument Enter prise, lone Proclalmer, Irrlgon Irri gator, Arlington Record, Long Creelt Ranger, Echo News. Prtneville Review and Journal, Ashwood Prospector, An telope Herald, Madras Pioneer, Lex ington Whentfield and any other pa pers that may be published In the in terior counties of Oregon, directly tributary to Pendleton academy. These papers will be permitted to select a young man or woman who will be admitted free to all branches of the academy, the only cost to the student being for books and living ex penses. So far several papers have replied to the offer and stated that they would be glad to name a scholar at once for the academy.
