ing over the country. The Statesman
says of a police raid:
"The police deserve credit when
ever they do their duty. They have
raided one gambling den and are en
titled to full credit for their action.
If they will follow that up hy raiding
others they will deserve greater credit.
"What is expected of the police
force 1s that it raid every gambling
place so soon as it gels Into operation.
and raid It so often as It reopens.
"Further, it is expected that these
places will lie run down with as much
diligence as prevails with respect to
opium ilens. and that raids will bo
conducted as relentlessly and as per
sistently." if the capital of Idaho can main
tain a city council ami police force
with courage and nerve to enforce the
laws, why can't other towns and
cities'.'
Why must Pendleton be the last re
maining rendezvous for a class of peo
ple that can't live In lioise City and
ply their trade ."
If Wine can rise out of the Rus
sian rut. If he can ascend to higher
eminences of enlightenment than any
Russian ruler has yet climbed, he will
be given an opportunity to enroll him
elf among the Immortals.
Time Is ripe for a great man in
Russia.
But none but a great man can
handle the situation.
No man in the category of grand
dukes, aristocrats or royalists now In
tower need undertake the Job. The
people have no confidence in either
their ability or their honesty.
The people will he suspicious of
any man who succeeds to the manage
ment of the government, and it will
require u master mind to overcome
those suspicions.
The Russian people are almost to
tally Ignorant of the common princi
ples of clvl liberty, and even the most
favorable forms of free government
will be looked upon by them with
great distrust, if such forma of gov
ernment are suggested and promul
gated by any one connected with the
present oppressive government.
The lust and frenzy of blood and
anarchy are deep-seated among the
great masses of the Russian people,
because they have lived for purposes
of revenge only, for centuries.
Even the proposal of good govern
ment will not assuage their long pent
up thirst for vengeance, and riot and
disorder will shake the empire under
the most favorable rule.
Co. for these reasons it will require
a master mind to guide the rioting
masses safely through the formative
period to a sane government, founded
upon popular confidence and cleansed
of revengeful undercurrents.
In Dulse City the boss of a gam
bling game which was raided by the
police was fined $100 by the circuit
Judge with the promise that the fine
would he doubled In a subsequent of
fense. This is the only way in which
to deal with this class of criminals.
Fines of till) or 175 once in six months
have no terrors for men who gamble
every day and it Is impossible to
check this crime by imposing lilt
nominal fines. The limit of the law
should be given to every man .who Is
brought Into court the second time
for gambling. Even then they get but
insignificant punishment for the harm
they do in the community. A man
who should follow any other criminal
calling for a constant occupation
would be given the limit, so why not
the gambler? Why allow hlnv to es
cape with a wink at the law, to con
tinue his trade In spite of costly
courts and officers?

Not long ago a certain clergyman
from the west was called to a church
In Jersey City. Soon after his arrival
the divine's wife made the usual visits
to the members of the parish. One of
these, a plumber's wife, was asked by
the good lady whether the family were
regular churchgoers, whereupon the
wife of the plumber replied that while
she and her children were attendants
at divine service quite regularly, her
husband was not.
"Dear me," said the minister's wife,
"that's too bad! Does your husband
never go to church?"
"Well, I wouldn't say that he never
went," was the reply. "Occasionally
Will goes to the Unitarian, now and i
then to the Methodist, and I have j
known him to attend the Catholic!
church." j
A look of perplexity came to the '
face of the visitor. "Perhaps your j
husband is an agnostic," suggested 1
she. 1
"Not at all," hastily answered the
other: "he's a plumber. When there ;
is nothing for him to do at one church
there Is very likely something for him i

The Tribune says the East Oregon-1
lau casts unjust reflections upon the
city council when It says the council
Intended to grant an exclusive fran
chise to the gas plant. The council
has done so many unexpected and un
popular things however, that almost
any suspicion is Justified. Since it
gave the city printing to the highest
bidder and permitted Wells, a member
of the council to hold contracts with
the city, making out and indorsing
his own bills, the East Oregonlan has
been slightly suspicious of the coun
cil. If the council does not wish to
be censured, let it deal honestly, at
least. The taxpayers are paying for
the council's queer deals, but th3
Tribune is not Interested since It's
tuxes are unpaid.
A lawsuit at Pittsburg, Pa., lias de
veloped the fact that a piece of prop
erty in Ohio, belonging to four men
named Harnack, Gartner, Powelson
mid Hamilton, was purchased by them
for 115,000 cash. They then issued
stock against It to the value of Jl,
GO0.O00, much of which was sold,
and It was also bonded for 50,000.

association membership is sure to be
attained by the next meeting on Tues
day, November 7. Everybody Is
working to that end. N'othlng can
prevent the accomplishment of this
worthy object if everybody puts their
shoulder against the band wagon
wheel for just u few days.

An association has been organized
In Lenver to promote the Campbell
sy.te.n of dry farming.
. n experimental farm Is being es
tablished near the city and there per
son interested are to be shown what

The object of the people Interested
In the association is to attract the
gr .a li le of Immigration which Is
10 ikei for during the next few years.

Is no water for Irrigation, or where
the supply is limited.
The work to be done will, however,
be of Interest and value to all the
other arid states. It will be of value
to ev ry person who Is engaged in
farming In those states, particularly
th iise who pay by measurement for
the water they actually use or who
cannot get enough used in the old
w?y. we have naa some illustrations
in Umatilla county of the benefits of
the Campbell method, and our peo
ple will watch the Denver experiments
with great Interest.
It Is further stated the association
will publish u magazine setting forth
the facts established by the experi
ments. This magazine will no doubt
be ought by all progressive Irrlyttlon
Uts. as It will prove Invaluable to all
m ho wish to keep abreast of develop
ments on this subject.

One of the notorious Hatfield feud
ists of Kentucky has been discovered
In Southern Wyoming, where he Is
following the trade of a wolf trapper,
says the Denver Post. The military
authorities have been searching for
Hatfield for pome time and his arrest
Is expected any time.
Harry Hatfield. In order to get
away from the feud district in Ken
tucky. Joined the army. He was first
sent to Columbus barracks and then
assigned to the Eighteenth infantry.
Hatfield soon tired of the army, as his
continuous disregard of military rules
kept him In the guardhouse, and at the
first opportunity he deserted. Al
though t?!e military authorities Insti
tuted n vigorous search, no trace of
Hatfield could be found.
A few weeks ago the representative
of a Louisville, Ky., whiskey concern
visited the little town of Baggs, In the
:nake river country, near the Colorado
line. There he saw and recognized
Hatfield, the drummer having been
well acquainted with the family In
Kentucky. Hatfield also recognize!
the drummer, and for several hours
they talked over old times.
To the salesman Hatfield said he
was following the occupation of a wolf
killer, and was making big money. The
-tate paid a rich bounty on wolves,
"oyotes and mountain Hons, and In od-
litlon to this, the Snake River Stock
men's association paid from $10 to $40
on every pelt brought In by the Ken
turklan.
Hatfield would not divulge tho lo
cation of his home, hut admitted that
ho had provided himself with a stop
ping place at a "quiet" nook In the
mountains. Hatfield goes heavily
armed, and as he Is known as a wolf
hunter no one thinks anything of this,
"atfleld, who Is known in tho Snake
river country as Thad Baker, says he
is happy In his new home, and pro
poses to stay there. When asked If
he was not afraid of the authorities
coming for him, he patted tho stock
of his rifle fondly and, with a know
Ing wink, said ho ruossed not so long
as his cartridges held out.
As the military authorities are de
tormlned to capture Hatfield, there
may be something doing In the moun
tains near Baggs before long.
