TIh Poor Cannot Afford Either Horse or Dog llcsli. A press" dispatch from Berlin says: There Is much evidence to show that Germany's meat famine 1b grow ing worse. Kepoits from all pans of the country make mention of the measures that are being taken to abnte the famine. At Klsennch a conference of the municipal authori ties in that region decided to establish regular rabbit markets, and in the municipal public markets also rabbit stalls have been opened. Since horse flesh hns risen in price and dog flesh is no longer obtainable, a number of municipalities are buying carloads of sea fish at the coust towns and selling them ut cost to citizens. This expedient was first adopted at SoliiiKen, but has now spread to vari ous Westphullan cities, to Poseu and even to Bavarian towns. The latest government statistics show that the price of meat Is still rising. The September report show's that some kinds rose during the month a cent and a half a pound. At a conference between the bur gomasters of Berlin nnd other im portant towns it was voted to appeal to Prince von Huelow, tile Imperial chancellor, to take measures to alle viate the condition, since previous pe titions made to Prussian Minister of Agriculture Podblelskl had been un availing.
