says that the Chinese gamblers in
Chinatown In that city are making a
frantic effort to revive Rambling
there. In order to separate the return
ing Chinese cannery employes from
their summer's wages, amounting from
J2UU to $400 each.
The gamblers do not work them
selves, but wait for the workingmun
who has been employed during the
busy season, to come tit town, when by
some hook or crook, the money und
the workingman may lie separated.
The methods of all gamblers are
similar Chinese, white, black and
otherwise. A Pendleton gambler was
heard to say a siiort time ago: "It will
be payday on the O. R. & X. next
week and I am going to Starbuck for
a few davs to make a 'haul' from the
railroad boys."
This is the scheme of the gambler
the world over. What do the business
men who are backing the open town
proposition think nf maintaining a
horde of them here, to make u "haul"
from the worklngmen who have earn
ed money with which to support their
families and pay their bills'."

Not even the most ardent reformer
nould hope or desire to elect a full
let of radical men to the city council
at the coming city election. Just plain
business with good morals Interwoven
with their policy Is all anybody asks,
but the people do ask this much.
The platform which will constitute
the cumpaign pledges of the Citizen's
ticket will be this:
LAW ENFORCEMENT.
PUBLIC IMPROVEMENTS.
Does any business man or home
hiving citizen object to either of these
worthy objects? This does not mean
that Puritanical laws are demanded
or will be passed, nor that the city
nill be run into debt unreasonably or
unjustly, but that clean, concise, de
termined law enforcement should sup
plant the present hood-winking policy
and that reasonable public Improve
ments shall be accomplished as rapid
ly as the city Is able to bear the ex
pense and as the taxpayers demand
them.
I'pon this wide, busln-'ss-like plat
form of progress, plenty of capable
men will be found to accept nomina
tions and run for offices. The saloon
men themselves, who have their
money Invested In Pendleton, must of
necessity consent to a reasonable pro
gram along more progressive lines,
in order to prevent prohlibtion, which
would be disastrous to them and to
the city at this time, or at nny time
until the community is educated up to
the prohibition Idea.
If business men decide to support
a business man's ticket, with a view-
to regulating the saloons and sup
pressing gambling and Improving the
Hreets as fast as possible. It will re
store a normal condition to the city
and allow quiet to reign.
But, If the saloonmen are supported
in their demands for a wide-open
policy, flagrant law violation and dis
regard for all decency In the commu
nity, the fight against open saloons and
gambling will be carried forward even
more bitterly than in the past few
months. The' fight will be continued
Into the county election and the end
cannot be guessed. The people ask
reasonable regulation of saloons and
law enforcement, and they are enti
tled to it.
However bitter the political animos
ity against drover Cleveland in cer
tain quarters, yet his hands are clean
of putilc and private financial scan
dals, while prominent men all around
him are being called to account for
misconduct and dishonesty. Cleve
land had opportunities to enrich him
self and become entangled, in the same
schemes for aggrandizement which
have brought Depew. McCall, Hyde,
Addkks, Piatt and other officials
and prominent men Into unfavorable
notice. He was an associate and con
temporary of Depew and was In as
close touch with the great financial
concerns as the wily senator und cer
tainly had ns good opportunity to
come Into possession of illegal wealth.
So far he stands clean ond upright in
the glare of the llme-llght. This, at
least, is some compensation for the
bitter accusations made against him.

newsboys who are studying hard In
preparation for the examination which
will settle the first newsboy scholar
ship at Harvard. By the way, three
newsboys anticipate entering college
this fall and one Is now a regular
student at Tufts. Isidor Landisman
will enter Harvard and Ralph Swartz
and Henry Siegel will enter Boston
university.

Circulars have been received in
Pendleton during the last month from
both the Equitable and the New York
Life Insurance companies, asking
lapsed policyholders why they quit
these companies, and urging them to
renew and continue their insurance.
1 The frantic tone of the letters from
the headquarters of the companies,
shows that they are searching for a
hint from the people that the methods
and practices of tho companies are
suspected. They are self-condemned
and are sending out feelers, to ascer
tain if the people understand their
rottenness as well as the officials do.
Since the frauds In these big com
panies have been unearthed, how does
a policyholder holding a profit-sharing
policy know how much he has been
robbed? If he has received a credit
of 6 per year on a $1,000 policy, he
has a right to believe that It might
have been twice this sum, under hon
est management.
Princely salaries, extravagances,
junkets, campaign contributions, dis
honest Investment of common funds,
misuse of funds and private de
