It has been known all along that Portland wanted all the stale normal schools concentrated In onu school at Portland, but It was not thought the metropolis had any designs upon the staie university at Eugene, until the Oregonian "let the cat out of the suck.'1 Why. dear fellow, there Is a whole lot of Oregon located outside of the city limits of Portland coun try which Portland will be forced to reeognlxe some day. Twisted reputations, splintered political pulls, shattered leaderships, Went and broken scepters and all kinds of political rubbish Is found In Oregon's backyard as a result of his whirl through the state. It Is even thought by some that he Is a back-ac tion, repeating cyclone, and that ho Is likely to return after describing an orbit through Idaho and California. So there Is yet suspense among those who have no cyclone cellars. GIVING A LAST SALUTE. We, about to die, salute you kindly We, the very old, hall you, the young. CONTAGIOUS BLOOD POISON Contagious Blood Poison more thor oughly poisons the blood than any other disease. Every port of the body is af fected when the virus becomes intrenched in the circulation; red eruptions break out on the skin, the mouth and throat ulcerate, glands in the neck and groins swell, the hair falls out, copper-colored splotches appear on the body, etc. I was afflicted with blood poison, and the beat doctors did ma no good, though I took their treatment faithfully. Wlllett of Brown university, published In the Political Science Quarterly; and his tonclusion Is that we are paying an excessive price for the services life insurance companies are rendering as. Popular Interest has recently been aroused In the subject of life Insur ance by reports of extravagance and misconduct In the management of some of the largest companies, and it is to be hoped the Interest will not ex haust itself on superficial phases of It took a I'orvallis Jury but 15 min utes to return a verdict of guilty against the "social club" of that city for selling liquor where the local op tion law Is In force. After the city of Corvallls was voted dry, because of the excellent schools there, a few old "sports" who had ahvnys defied the laws before thought they would or ganize u "social club" and continue to dispense "booxe" regardless of the prohibition law. This Jury of citizens has given them a Jolt that they will not soon forget. A law Is a law and the sooner people come to recognize the fact the Wetter. Not only have the recent rains in the Inland empire and inter-mountaln district started plowing and seeding, but they have also raised all the streams, and boats that have been tied up at their moorU'gs for months on account of low water In the nuvlgable rivers, are untied and are now loading with products for the Portland markets. Where is the I'matllla and Morrow county Agricultural Fair association with its track and grounds, now at? The success of the Walla Walla race lift insurance question, but will get at!meeijng this week should encourage the core of the matter, which is an Pendleton and I'matllla county people I intelligent estimate of the cost I One of the facts his study brings to light is that the actual mortality as experienced by nearly all companies Is much lower than the assumed mor tality on which they estimate the cost of premiums. Another Item Isthe enor mous proportion of lapsed policies. In the experience of 21 companies he found that the regular terminations, that Is. by death, maturity or expiry, were only In the proportion of 31.21 per cent to the irregular terminations of 64.79 per cent, and nearly all of these irregulars were by lapse or sur render. He finds that the Interest realized by the companies on Investment Is higher than on which they base their estimates of cost. In a study of 24 companies it was found that 21.4 per cent of the value of lapsed policies was retained as profit, the whole amounting to over $8,000,000. The profit because of the actual mortality being less than that assumed from the mortuary tables amounted to over $20,000,000. The surplus held by the companies, and excused on the plea that securities might decrease In value and that an unusual mortality might occur. Is unnecessarily large. In New York they had $167,795,982 of such surplus In addition to "special funds." From consideration of the reports he has estimated . that the present rates are too high even according to the present methods of calculating cost, and more than that, the cost could be lowered, for the expense of administration is extravagantly high. Wlllett thinks that Improvements are practicable and that they would so lower the premium rates as to result In a wider use of Insurance by people of small or moderate means. to take up the work of organization and preparation with new vim. Taylor Hardware Company 741 Main Street MA How often we hear the rich man tell of how much more comfortable the worklngman Is today than years ago. But who made him so? What progress In manufacture, building, telephones, electricity, etc., is there that the working man has not pro duced or Invented? And has not the monopolist class those who thrive directly or indirectly through labor's lockout from natural resources prof ited far more from this progress than they who actually produced or orig inated it? What progress is it to the coun try to have the steel rails sold here for $28 which sell In Europe for $22? Or wire nails at $2.25 a keg which sell In Europe for $1.25? Or sewing machines at $40 which sell over there for $17? Or fruit Jars shipped to Europe at 60c per dozen, but sold here at 80c? Or barbed wire freighted across the Atlantic and sold for $2.20 there, while our "free" American farmers pay $3 right at home? Detroit Commonwealth. CROWDING RANGE C ATTLE. Chicago's receipts of range cattle show that range owners are deter mined to unload the aged cattle and those that for any reason need to be shipped, says the Chicago Livestock World. A good many cattle now com ing In really ought in the nature of things to have been ready for market last year or the year before, but they weren't and they arc coming now in t flood. Packers declare they are com pelled to buy a large share of them at canner prices. The libs, loins ana rounds, however, will be stored away In the freezers and make trouble along next winter for unfinished corn belt cattle. LET IT HE FOLK. President Roosevelt has said for the hundredth time since his election by an unprecedented vote, that he will not be a candidate again. While it will be regretted, yet It Is a wise determination, for It might set a bad precedent. It might bo all right. and It would be all right, to have three terms for a man of the Roosevelt type, but thero are men who would take advantage of this precedent, through corrupt influences which they might control, whom It would be dis astrous to have In the presidential chair, even for a second term. Therefore Roosevelt Is right In re frnlnlng from establishing a precedent which might be abused. But when the American people are deprived of the services of Roosevelt let them choose, by unanimous vote, a man who Is consecrated to the same exalted mission In public Bffalrs. An old Indian, who was before Judge Galloway In Yamhill county, after testifying, remarked to the Judge whom he had known as well as his father. "That's the Ood's truth. Bill." And the genial Judge didn't try to stop the laughter that followed. M Fimt Clmw 24. COMm cIim.
