Washington, Sept 22. In accord
ance with a decision recently given
by John W. Yerkes, commissioner of
Internal revenue, the internal revenue
department has sent out official no
tices to wholesale and retail dealers
In drugs and patent medicines and to
manufacturers of patent medicines In
all parts of the country, Informing
them that beginning with December
1, of this year, all patent medicines
containing a considerable percentage
of alcohol would be classed as spirit
uous llqquor and would be subject to
the rules and regulations applicable
to spirits under the Internal revenue
laws.
Under the new ruling all com
pounds going under the name of
medicines, that are composed chiefly
of distilled spirits, without the addi
tion of drugs or medicines In suffic
ient quantities to change the charac
ter of the whiskey or alcohol mater
ially or giving it decided medicinal
properties, are to be considered as
distilled spirits nnd treated according
ly. The manufacturers of such com
pounds will be compelled to pay the
regular special tax for compounding
spirits and all druggists and other
dealers selling such medicines will be
required to obtain special licenses for
the sale of liquors.

Articles of incorporation of the
Lewlston-Clarkston Home Telephone
company were filed in the auditor's
office yesterday. The object of the
company as stated In the articles of
incorporation Is to conduct a general
telephone business In the states of
Idaho and Washington nnd adjoining
states and to transact such other
business as may be incidental to the
general purpose of the corporation.
The incorporators are Chris P. Os
mers, J. H. Morris, E. U. Wlmlus, J.
Howard Howe, P. B. Bartlett, Eugene
A. Alford and J. K. McGilllvray, and
the officers designated to servo until
their successors are selected by the
stockholders are: Chris P. Osmers,
president; E. U. Wltidus, vice presi
dent, and Eugene L Alford, secretary
and treasurer. The capital stock of
the company is 150,000.
Inquiry developed the fact that the
new company Is already assured the
substantial support of the business

The negligence of the old company in
caring for Its territory has caused such
general complaint that a splendid op
portunity is presented for inaugurat

At first it was feared that the drug
would not be effective enough to
stand the test of exceedingly painful

scopolamine as an anaesthetic, be
cause the patient would not have sur
vlved the application of ether or
chloroform, the drug stood the severe
test of an operation with the electric
knife, one of the most painful oper
ations known to surgery. During the
entire operation the patient did not
show the slightest twitch, although
the white hot knife cut Into his tis
sues.
One hour after the operation he
awoke perfectly fresh and without
the least Indication of nausea or any
of the unpleasant after affects which
make ether or chloroform so objec
tionable in many coses. Since then
Dr. Horwltr. has used the wonderful
drug In a number of other opera
tions and In every case the success
was beyond all expectation. He will
continue the tests for some time be
fore he shall report the result of his
investigations to the medlcaj profes
sion in general. The new anaesthetic
is dissolved and administered by hy
podermic injection.
