WHAT VMATILLA OFFERS. A wrong impression obtains among many of the leading citizens of this county as to what Umatilla county really offers the homesecker. It Is said that only $10,000 men need apply for locations In the county. It Is persistently declared by capitalists and real estate men that many big opportunities exist here, but precious few small opportunities. We are over-shooting the mark, over-drawing the situation, when we say this. Never before In the state were the small opportunities more In viting than right now In Umatilla county. While $10,000 land deals are being made day after day, $1000 land deals are also being made, and there Is more real profit, more chance for Increase' In values, more opportunity to multiply property and capital In the small $1000 purchases than In the $10,000 purchases. The story of the prune land at Freewater, published In the East Ore gonian of yesterday. Is but an lndox finger pointing to countless oppor tunities of this kind. One prune crop at Freewater more than paid for the land, and this year, the second crop raised by the pur chaser, Is worth almost double the first cost of the land. Is anything more Inviting to the small homesecker than this? Is any country blessed with richer opportuni ty for the poor man than a country which holds out such Increases In value? Echo, Foster, Butter Creek, Free water, Hudson Bay, and a large stretch of country lying along the route of the Furnish ditch In the northwest and western portion of the county all these districts offer Just such opportunities for small capital. Dig deals arc more pleasing to real estate men. It is true, but they should not be allowed to overshadow the smaller opportunities lying undevel oped all over the county. Irrigation, Uie reclamation of the desert, the conversion of the waste Into tillable land, these vital forces are at work and from the slow pro cess of transformation will be born one of the finest settlements of small farmers and orchardlsts, In different portions of Umatilla county, that will be found on the Pacific coast SEQCOYAn. The decision of the statehood con vention at Muskogee to apply for the admission of the Indian territory as' a state under the name of Sequoyah does deserved honor to one of the really great men whom America owes to Its red aboriginal Inhabitants. George Guess, the half-breed, known to his tribe as Sequoyah, was the Inventor of the Cherokee alpha bet, by means of which he brought written knowledge In their own tongue to his people. He was also a states man and a peaceful leader among them. He has already been signally honored by the naming of the "big tree" of California "Sequoia glguntoa" after lilm. in England this tree is known ns Wi llliigtonlu," aftor unite a different type of groat man. Why not Sequoyah? It is n musical name, easily spoken and remembored. Twenty-eight of our slates bear In dian titles, usually place-names. Two are named for kinps, Louisiana and Georgia, und five for queens Mary land, North and South Carolina and Virginia nnd West Virginia, whose ti tles recall the virgin Queen Elizabeth. One, Delaware. Is named for Lord De la Warr: one, Pennsylvania, for the plain Quaker commoner, William Tcnn; one for George Washington, but his name had to wait until 1S89 for statehood honors. No other state commemorates In its title any Ameri can citizen. Two states. Colorado and Florida, have Spanish names. The worst choice of all was that which condemns three fine states to wear the names of English York, Jer sey and Hampshire with belittling prefix "New." Though such fanciful mnde-to-ordcr titles as Indiana. Ver mont and Montana are also rather unfortunate. WILL MITCHELL RESIGN? The San Francisco Sunday Examin er In discussing the delicate question as to whether Senator Mitchell will resign as chairman of the Panama canal committee, In order to permit the work of the committee to proceed, on the opening of congress, says: The masterly work of Francis J. Heney in convicting United States Senator John H. Mitchell of Oregon, of complicity in land frauds against the government has an Interesting se quel, something that is being quietly talked about by Senators Perkins and Flint of California, and other Pacific coast confreres of Mitchell In the sen ate. Mitchell is chairman of the senate committee on Oceanic Canals, and his Pacific coast associates are wonder ing if, realizing the delicacy of the situation with reference to himself, he will resign the chairmanship, especial ly In view of the Important duties that await his committee in the coming congress. It is presumed that he will retain his seat In the senate until the supreme court has passed on his case. It is no secret that there was strong opposition to appointing Mitchell In the first place. Numbers of the sena- I tors thought at that time he was not the right man for the place. But senatorial courtesy won, and Mitchell thereby was enabled to get the honor he coveted. But he was never able to enjoy It owing to the land fraud scandal that hung over him, and which ended In his convic tion. The California delegation In con gress admits that there will lie much discussion of Panama canal matters before the forthcoming session of congress, even If there Is no formal Inquiry as to how canal matters and money have been handled up to date. So the question of what Mitchell will do with his chairmanship in the senate Is a pertinent one, but the California members say that consider ations of delicacy prevent them from publicly discussing the affair. , MEMPHIS IS "CLOSED." Memphis. Tenn., one of the most typical southern towns, where gambl ing and open and all night saloons have been the custom for "time out of mind," has at last experienced an awakening of conscience and will en force the Sunday closing laws strictly. The following from the Memphis N'ews-Scimltar gives something of the earnestness with which the law is be ing enforced in Memphis: Judge Moss Instructed the grand jury Friday shortly after noon to In vestigate the rumrtrs which reached the ears of the court to the effect that Sunday closing laws were not be ing rigidly enforced by the police de partment. He instructed the inquisitors to make a full Investigation of the ru mors, and If they were found to be true, draw Indictments against such officers or policemen who are shown to be derelict in their duty. His charge In part follows: "Gentlemen, the court has received Information, or rumors have reached the ears of the court, to the effect thai the Sunday closing laws are not being as rigidly enforced by the police de partment as they might be. It Is clear ly the duty of the police to enforce these laws, und they must do so. This court has the assurance of the chief of police that he has issued orders to close all saloons on Sunday. "It, therefoYe, devolves upon Ills as sistants to enforce the laws by carry ing out the instructions of their su perior officer. If they neglect to do this, they are amenable to the law und should be punished. It will be your duty to Investigate this mutter and report back to this court as soon as possible. ' "This court Is determined to see that the Sunday closing laws are en forced, rigidly, and there will never be a relaxation us long as the pres ent Incumbent has the honor to pre side upon the criminal court bench.' Work on Boise Cathedral. A contract for the excavation and erection of basement walls of the Cuthollc cathedral was awarded today to Charles Bumgran for $13,700. Work will begin Monday. Mr. Blum gran is the contractor doing the stone work on the Hegun residence. Boise Capital-News. FIRST TELEGRAPH J.1NF, NOW KF.IXG IU1I.T TO ICELAND. Iceland Is without telegraphic con nection with the rest of the world. For the last four or five years tile local , government and the authorities of Denmark (to which country the Island belongs) have been discussing schemes for providing such facilities. At one time It was thought that Mar- eon! instruments might be adopted to spun the gup between the shores of Iceland anil the nearest telegraph station of the old type. Hut the pro ject has now been abandoned. It Is announced that a company known as the Great Northern has ob tained u charter for a sub-marine ca ble from Iceland to the Faroe Islands (about 300 miles away), and thence t the Shetlands, '200 miles nearer to Scotland. The work will soon be un dertaken, bids from contractors hav ing been Invited. According to Engineering, the cable will proceed from the Shetland Is lands to Thorshaven, (he biggest town In the Faroe Islands, and from there the cable will go direct to the east coast of Ireland, landing either tit Seydls Fjord or Reyder Fjord, whence an overland line will he curried to Ki'gkjavlk, the capital of Iceland, which line will also touch several smaller Icelandlsh towns. The cable and the overland line have separate owners, the former be ing laid and worked by the Great Northern Telecranh comnanv. while it Is the Icelandlsh exchequer whli'lff defrays the cost of the construction and the working of the overland line. The telegraph company, however, contributes .100.000 kroner, or about SOO.noo, toward the construction of the land line on the other hand re ceiving an annual subvention of 54,000 kroner ($iri.O(IO) from the Danish government, and a fuurther 35.000 kroner ($10.1)00) from the Icelandlsh exchequer. These subventions have to be paid for a period of 20 years from the time the cable Is opened to traffic. The maximum traffic Is to be fixed by the Danish minister for public works for a period of five years at a time. The Greut Northern Tele graph company's concession Is given for a period of 20 years, hut can be renewed. If the company does not want the concession renewed without subven tion, Denmark and Iceland are enti tled to take over Jointly the cable without any remuneration to the com pany at the proportion of two-thirds and one-third; and if Iceland will not Join, Denmark is entitled to tuke over the cable alone. As long as the concession holds good, concession for telegraphic con nection between Iceland und Europe can be given to no one else. This, however, does not apply to wireless telegraphy, which Iceland and the Faroe Islands are at liberty to ar range. The cable Is to be ready for working about October 1, 1906. I .A I'OLLKTTE'S LAWS. The so-culled "La Follette laws," enacted at the recent session .of the Wisconsin legislature, form a long list. The most noteworthy are: 1. The railroad commission rato act. 2. The anti-pass act 3. An act introducing the merit system Into the state government. 4. An act strengthening the rail road tuxatlon laws. 5. New ballot law. 6. Amendments to the primary election law. 7. llonus acts regulating incorpor ations. 8. A law to prohibit corporations from influencing elections. 9. A law prohibiting the manufac ture and sale of tlgarettes In the state. La Follette's most notable victory was in obtaining the enactment of his railroad rute bill in the form in which he hud It Introduced. The "stalwarts" fought II. They tried to kill It by loading it down with amendments, but the governor's forces stood firm, and In the end the measure went through by a unanimous vote. Even ing Wisconsin. Robert Bacon, the new assistant secretary of state, Is 45 years of age, and a Massachusetts man by birth, education and raising. A break in the Selah canal 18 miles from here up the Naches occurred Friday night mid caused considerable damage to the Fechter & Janeck ranch. The break in the Selah caus ed the Wupatox to overflow and break. Sand and gravel were washed over the fields Iro'o.v the ditch at the point of. the break. Considerable damage was! done to the hay fields of Fechter & I Janeck by the silt that washed overj it. The repairs to the ditch are being; made today. North Yakima Hepub- 11c.
