The census bureau at Washington, has Just published as a bulletin an analysis by Prof. Walter P. Wilcox of Cornell University of the census of statistics relating to teachers. Cal culating the school age as from five to twenty-four, the report finds that taking the country as a whole, there Is an average of one teacher to every seventy-one pupils, or 140 for every 10,000. The computation shows that the supply of teachers In proportion to school population has more than doubled in the last thirty years, and that teachers exceeded the total num ber of clergymen, lawyers and physi cians. In 1900 Nevada had the largest proportional number of teachers; Vermont ranked second, Maine third and Iowa fourth. The proportion of teachers was smallest In some of the southern states. During the past de cade the proportion has increased reaching a miximum In the state of Washington. The states of the north west showed a greater increase than those of the south. The bulletin continues: The proportion of teachers in all the United States Is smaller than In England and Wales, but greater than In Germany, France, Italy, Canada, Mexico or Cuba; but In the following states the proportion Is greater than in England and Wales: Maine, New Hampshire, Vermont, Connecticut, North Dakota, South Dakota, Nebras ka, Kansas, Colorado, Nevada, Wash ington, Oregon and California. Dur ing recent years the proportion of teachers has Increased, In this country to a greater extent than in England, France, Germany or Canada, The proportion of teachers In cities having at least 25,000 inhabitants Is greater than in small cities or coun try districts. This condition, however does not prevail In all divisions of the United States. In the north Atlantic and north Central divisions the larg er cities are not so well supplied with teachers as the smaller cities and country districts, a fact which sug gests the Inference that where an ef fective educational system la of re cent growth it has developed more rapidly In the cities, but where It has been established for a generation or more. It has produced a larger ration of teachers to population in the slow ly growing rural districts than In the rapidly growing cities. The immigrant population contains relatively fewer teachers than the negro population. The children of immigrants, however, have engaged in teaching to such an extent that the proportion of teachers among W. OF W. HAS INVESTED OVER A MILLION DOLLARS. On leaving here he wont first to Denver, where he attended a meeting of the head managers on August 14. At that ses sion ho states that $148,000 of reserve fund money was Invested in munici pal bonds, thus bringing the Invested reserve fund to $1,040,000. All of this amount, according to Mr. Stlilman, Is Invested In municipal securities and draws over four per cent interest From Donvor Mr. Stlilman proceed ed to Mackinac Island, Mich., where he attended the annual seaslon of the National Fraternal Congress. This session lasted five days, and at the meeting there were representatives from 62 of the leading and most sub stantial beneficiary orders of the "United States. A total membership of 5,000.000 was represented at the meeting. Among the orders aside from the Woodmen that belong to the con gress are the A. O. U. W., K. O. T. M., Royal Arcanum, Foresters and others. From Mackinac Island St. Louis was next visited by Mr. Stlilman. From there It was his Intention to go south but owing to PROF. According to Prof. Conklln, who at tended all the sessions of the meet ing, Benjamin Ide Wheeler, president of the University of California, was actually the brainiest, biggest, strong est, stalwart thinker and worker pres ent at the meeting, and he Is Inclined to the belief that Wheeler Is also one of the very biggest, If not himself the biggest man, Intellectually, on the Pa cific coast. Professor Wheeler addressed the meeting on the subject: "The Occident I and the Orient," in which he com-1 pared the virile, democratic, progress-! Ive American with the nations of the far east. His address was masterful j and strong and the political doctrines 1 of clean government, anti-grafting1 and law enforcement were emphati cally Indorsed and advocated and the aristocratic United States senate was mercilessly scored for its favoritism Inactivity, corruption and class dis tinctions. It was characterised by President Wlleeler as a "mammoth In cubus of stupidity and imbecility." Hansford cigar store on Court street, and In the future will have ehnrgc of that business. The deal was made last evening, and the price paid by Mr. Welch was $1700. Mr. Hansford has not yet decided what he will do now that he has sold his business, but as yet he has formed no plans that will take him away from Pendleton. liquor is Found Upon Them Seldom During Past Few Months. "Indian, drunk, effects five cents and a horse." The above entry was found upon the record of arrests at the recorder's office this morning and Is a sample of some of the ludicrous things thut may be seen around a police station. Evidently the redskin was beyond the use of his own animal, for the record also states that "Carney and Ken nedy's hack was used for above In dian." The above case, with two mpre of a similar nature, were the only ar rests made last night, consequently It would seem that the Indian Is about to crowd his white brother away from In front of the bar or else getting away with all of the booze through the back door. The "effects" of the other two In dlans arrested last night were given as "knife, pocketbook and pnlr of gloves" for one. and n "knife and pair of tweezers" for the other. A noticeable thing regarding the articles that are found on drunken Indians is, that it Is now very sel dom that any liquor Is found on them; whereas formerly, a bottle of some description was nearly always to be found on a drunken Indian. This change Is said by some to be due to the fact that Indians may now drink from glasses like other citizens and do not need to hide out with a bottle In order to slake their thirst.
