Qulncy, Mass., Aug. 31. The new American battleship Vermont wa launched here today in the presence of a large number of invited guests ana representatives or the govern ment. Governor Bell of Vermont, ac companld by Mrs. Bell, Miss Jennie Bell and her younger sister, the mem bers" of the governor's staff and many prominent citizens of the sponsor state arrived here this morning and were received by the representatives of the Fore River Shipbuilding Com pany, which built the battleship. Miss Jennie Bell stood as sponsor and christened the new battleship by breaking a bottle of champagne over the bow when the big hulk smooth ly slid from the ways. The Vermont is a slstership of the New Hampshire, the Minnesota, the Louisiana, the Connecticut and the Kansas, which was recently launched. The ship Is designed as a flagship and will je one of the finest warships afloat. The arrangement of quarters provides ample accommodations for following complement: A flag officer, a chief of staff, nineteen wardroom officers, ten junior officers, ten war rant officers and not less than 761 men, including 60 marines. There is a lower brllge both forward and aft and a Tying bridge forward, accord ing to the latest designs. On the flying bridge Is fitted a screen of bronze for the protection of the men at the wheel and there is also a i bronze charthouse forward. There are steel masts forward and aft, the foremost having an upper and lower top, the main mast a low er top only. Masts are arranged for wireless telegraphy. There is one signal yard on each mast and also a searchlight platform forward and aft with a crow's nest on the foremast. The armament consists of a main battery, Including four twelve-inch breech-loading rifles; eight 8-inch breech-loading rifles; twelve 7-Inch breech-Ioadlng rifles; and a second ary battery. Including twenty 3-Inch 14-pounders rapid fire guns; twelve three pounders and semi-automatic guns; six 1-poiinder automatic guns; two I-pounder scml-aulomntlc guns; two 3-Inch field pieces; two machine guns, calibre 30 and six automatic guns, calibre SO. The hull Is protected at the water line by a complete belt of armor, i feet 3 Inches wide having a maximum thickness of n Inches for about 200 feet amidships. Forward and aft of this the minimum thickness is 9 In ches within the limits of the maga zines, from which point the thickness gradually decreases to 4 Inches at the stem and stern. The magazine and shell rooms are so arranged that about one half the supply of ammu nition will be carried at each end. The total weight of the equipment outfit will be abtiut 355 tons. The legislature of Vermont has appro priated J5.000 for i silver service tf be presented to the battleship at some future time. The total cost of the battleship exclusive of the arma' ment will be about $4,212,000, while the total cost will be over $7,500,000, EIGHT PAGES. Ore., Aug. 31. The hun dreds of Japanese in this city, many of whom are connected with the ex position and hundreds of others scat tered all through this state and the neighboring states, are celebrating the birthday of the crown prince of Japan. The principal celebration will be held on the exposition grounds to night. There will be a water carni val on Guild's Lake in which scores of boats, launches and gondolas, artis tically decorated with Japanese lant erns, will take part. There will also be a fine display of fireworks and a realistic representation of the storm ing of a Russian fort by Japanese soldiers. Will Have a National Tlteatre. City of Panama, Panama, Aug. 31. The numerous bids for the building of a large government building and National Theatre will be opened in the office of the minister of the Inter ior at two o'clock this afternoon and within five days the president will announce the names of the success ful bidders. The bids will be thor oughly considered by a technical com mission, which will decide which one of the bids Is the most acceptable. The Uintah Indian reservation which has just been opened to settle ment Is no paradise. At least this is the opinion of Wil liam Scovlllo of Dea Moines, Iowa, who passed through Pendleton today on h's way from Vernal, Utah, the lo cation of the land office where the drawing of reservation land took place, to the Lewis and Clark expo sition at Portland. Mr. Scoville has been at Vernal Just a month and says a largo portion of the people who drew land on the res ervation are now leaving there. If they can sell their claims, all right: and If they can't sell, they abandon them. According to Mr. Scovllle, who was Been by an East Oregonlan represen tative today at the O. The Indians are a dirty, filthy, vicious tribe and. have been allotted the choice land. The reservation which is now opened to settlement, comprises 2, 4 50,000 acres, walled In on three sides by the Uintah and Wasatch ranges and extending on Its eastern slope to Green river, whoso tributaries drain it. I For Its greater part it is a waste, apparently worthless, but there are many spots which can bo used for j agricultural purposes to advantage. ' Besides that there are rich deposits of gilsonlte and even gold and silver to bo found In different localities on the reservation, although the exact lo cation of the deposits is not yet defln-' Itely known. Halley, former mayor of Pendleton, and also former district attorney of Umatilla and Morrow counties, who, It Is now conceded, will be appointed supreme judge of Ore gon by Governor Chamberlain, In case Justice R. E. Bean Is appointed to the federal judgeship, which Is al most assured. Mr. Halley is a native of Union county. Oregon, and has spent his life In Idaho and Oregon. He Is one of tho leading attorneys In the state as well as an enthusiastic worker in the Interest of Irrigation. He Is at present secretary of the State Irrigation commission and has ren dered invaluable services to the gov ernment engineers in Oregon, I for the Indians to graze their herds; 3840 acres have been taken for the Fort Dechcsno military reservation; 112,000 have been allotted to the In dians in severalty. This leaves about 1,070,000 acres to actual settlers. Of this remaining area about three-fourths are practi cally valueless for agricultural pur poses, but the rest Is very desirable. More of the land may be made availa ble by Irrigation. Today there is no railroad nearer than 40 miles to the reservation, but i the fact that gilsonlte Is found on the ! reservation will soon change this. The j newly built Uintah railway from i Mack, Col., to its present terminus at i Dragon, Utah, which serves the pur pose of hauling gilsonlte from the mines at Dragon, will quickly bo ex tended to connect with tho gilsonlte deposits In various parts of tho res ervation. That will be or great help to the settlers and will considerably Increase the value of their lands. We notice that papers In stating the population of Hood River Include the valley, which extends a distance of from 20 to 25 miles. If The Dalles were to follow tho same rule this city would Include Dufur, Mosler and all the outlying districts, and would have a population of between 8,000 and 5,000. The Dalles Chronicle.
