The clan sys tem which has reached us high a stage of development In China us It ever had In Scotlund, promises to cause considerable trouble to the authorities In this city. San Fran cisco, which has probably the largest C'binesf population of any city in the United States, has had its share of troubles in the past and even now there are frequent outbreaks of hosti lities between the clans. Wherever Chinese are found in considerable numbers, there is sooner or later trouble to be expected. The outbreak In this city the other day. which cost Several lives, came as a perfect surprise to the police de partment, although It was known for some time that there was 111 feeling between Hip Sing and On Leong Clans. The authorities are almost helpless in the mutter, as It is prac tically impossible to obtain evidence against any clansman. Unless a man Is caught red-handed by the police, he disappears and all the Ingenuity of the detective department will ever find a trace of him or any witness willing to betray the fugitive. Every Chinaman knows that It would cost his life to give the least evidence or clue to the police. Deaf Mules' Grievance. The deafmutes who recently held their state convention In Eimira, have a grievance against the city authorities. Under the laws the au thorities require that every deaf mute who desires to obtain free edu cation in the public schools must sub mit u. declaration that he Is Indigent and unable to pay for his education. This, the deaf mutes decided, was humiliating nnd they passed resolu tions condemning the practice and demanding a change of the method. Railroad Tunnel Under North River. The south ibe of the New York and Jersey Rallraod company under the North River is drawing rapidly to the New York shore. In a few weeks the workmen in the tube are expected to connect it with the Man hattan section. When this connection Is made the building of the old Mor ton street tunnel which was begun thirty years ago, will be practically completed. A few minutes before noon on March 11 of last year the shield from the Jersey end of the North tube of the tunnel touched that from the New York end, and the work of building the first tunnel under the North River was completed. The New York and Jersey Railroad company became the owner of the old Morton street tunnel several years ago. More than two thousand feet of It, had been constructed by the former owners. It took one year and ten months to complete the North tube and the completion of the South tube will take nearly as long. The completion of this tunnel brings the project of an underground connection of the railroad terminals In New Jersey with Manhattan a big step nearer to Its realization. Died In Poverty. "Sic Transit Olorla Mundi." Glu. srppe Nlcolao at one time the teach' er of Adelina Pntll and other great singers, orchestra conductor and friend of crowned heads, died the other day In this city in abject pov erty. This is not the first time that a great singer, musician or actor, af ter a life of artistic and financial suc cess died poor and thanks to the Im providence of many of these people, there will undoubtedly be many other cases of this kind. This is not the place to philoso phize over the recklessness of theat rical people and of artisls. In con nection with this case, however, there is a feature, which gives to It addi tional interest. Nlcolao lived In the Italian district of the East side and notwithstanding his poverty and his seclusion he hail many ndmirers and friends in that district. After his death scores of the children who had breathlessly listened to the masterly playing of the old man, crowded to his rooms and covered the plain cof fin with flowers. It was a touching tribute to the genius of the old man. Tralliload of Insane People. The most strangely laden train that ever was sent over any railroad was left here the other day for Rochester and Wlllard. The load consisted of about six hundred Insane persons from the Long Island State Hospital In Brooklyn, who were accompanied by nurses, keepers and physicians. The Brooklyn hospHul was so over crowded that It became necessary to ship part of the patients to the hos pitals in Rochester and Wlllard. Most of them were sent to Rochester, where the State, had Just completed building large enough to accommo date 760 pntlents. fluking Under Revolting; Condition. An official examination of the small bakeries lu the squalid sections of the East side has revealed many revolting facts. It is shown that their evil condition Is not so much- the fault of the bakers themselves, but to the criminal Indifference of the own- ers of the buildings in which the bak eries are situated. Many of them are twelve feet below the level of the street and can be reached only by means of narrow and steep stairways. Light and air are ullke shut out. The terrible conditions existing In these bakeries were the principal cause of the recent strike. The auth orities have taken steps to bring about an Improvement In the existing conditions. Since bis arrival in Tonopuh some three months saps the Tonopali Dally Sun. since local mining men and brokers have wondered what was the mission of Leison Balllet, who was tried for using malls to defraud and who was placed under the ban of the postal department In connection with the White Swan mine of Baker City, Ore. Balliet has been here several weeks. He claims he Is owner or part owner of a number of news papers and that he was in dally re ceipt of many letters of inquiry about the mines of Tnnopnh anil elsewhere In southern Nevada. Though he claims to have money, he Is not known to have made any mining Investment-! or to have made an elaborate examination of mines, nnd withal he has been since his ar rival In Tonopuh very much a man of mystery. Balliet has shown his hand at last. His game Is to float a number of "in vestors" clubs throughout the east and have the members advance $10 tier month each toward the purchase of stock with a sure "cinch" on be coming directors of the companies In which they invest. He d us not as-k them to seai htm the money, declares he has no stock for sale, is not Interested in any company selling stock nor is he em ployed by uny one who lias stock for sale. He further promises to glvo his services as a mining engineer of eminence absolutely free of charges of uny kind. The whole gist of Bnlliet's appeal to Investors Is a suggestion by infer ence that the lambs part with their money at the rate per month and in the manner he states, nnd in proper ties in which be alone shall recom mend. Balliet seems to have extraordinary prestige with a certain Chicago financial publication known as Farm Loans and City Bonds. The editor of the said paper endorses the get-rlch-qulck-project and urges In vestors to hurry their letters lo Bal liet. The Chicago editor declares In Anglo-Saxon that Bnlliet's services as mining engineer are In the great est demand ut 3200 per day, yet of fers no explanation to reconcile his willingness lo work .for the readers of Farm Loans and City Bonds ab solutely free and board himself.
