The last magazine to use the photo graph of his Umatilla twins, without credit or authority, was Human Life, a monthly publication of Bos ton, which devoted considerable space to the production of the photo graph of the twins, with a descriptive sketch prepared by the artist, to ac company the picture. None of the more reputable publi cations use the photographs without permission, but many of the cheaper sensational publications make a con stant practice of impropriating his most valued copyright pictures. Thousands of the photographs have been carried east during the past year by tourists, and as some of his latest and best have not been publish ed In the east, the temptation to use them Is very strong and many of the Irresponsible publications take undue liberties with the noted Umatilla ar tist's work. Since the photographs are sent free to so many magazines and newspa pers. Major Moorhouse feels that It Is an Injustice for publications to use them without permission, where per mission could often be secured by the king. All the better class of maga zines order and pay well for all the photographs they use and nre glad to get them, so great is the Interest In western subjects. Property Values Increased. The field work of making; up the assessment roll of Josephine county has been complotod for 1906. While no totals have been mftdo. Assessor Fallln is confident the roll will foot up more than $4,000,000. For 1904 the roll was $2,034,096. Farm lands were rated according to their value and timber land entered as such Is assessed at $7 an acre. Railroad land Is assessed double what It was last year- $3 and $5 an acre. Young Son of Mark Ilaclo Disappears From Picnic Grounds. Walla Walla, Aug. 22. Mark Bade, 7-year-old son of Mark Bade, a far mer residing near Freewater, disap peared while in Walla Walla yester day nnd despite the efforts of the po lice and a score of friends of Mr. Bade, the missing boy has not yet been located, although it is believed that the boy is somewhere In Walla Walla or vicinity. Mr. Bade and his son arrived In Walla Walla Sunday to attend a pic nic given by the German Lutheran church on Mill creek. Young Mark was enjoying himself Immensely until he had some trouble with several boys about his own age. He was missed soon afterward and a search was commenced for him. The police were notified and several officers scoured the business district and contiguous streets without results. The hunt was kapt up until 12 o'clock last night and resumed again this morning. A boy answering young Bade's description was seen in the Green Park addition last evening, but he disappeared soon afterward. Portland. Aug. 22. Mayor Lane has made a thorough Investigation into the practice of warrant dis counting so prevalent among munici pal employes, and has found that In five of the largest departments of the city, warrants amounting to $12,- 543 passed through the hands of brokers In July. The amounts are di vided as follows: Water department, $1672; police, $3163; fire. $6377; en gineeerlng. $957; street cleaning, $1372. The magnitude of the practice has proved a surprise to the mayor, and more than ever he Is determined to discourage employes from giving away from 5 to 10 per cent of their snlnry each month to brokers for no other reason than to get the money before they earn It. In the fire de partment nearly one-half of the em ployes discounted salary warrants in July, while the police, street cleaning and water departments, nearly one third resorted to the practice. It has been learned that a large number of employes on the books of brokers have sold their salaries for several months in advance, and have signed blank transfers for their war- I rants and plnced them In the hands of the money lenders who may pre sent them from month to month, draw the salary, take out the payment agreed on, nnd return the rest to the employe after discounting for Inter est on the sum borrowed at 5 per cent a month and 5 per cent broker age. At the next meeting of the city ex ecutive board a list of the salary discounting employes will be banded to the committee at the heads of the several departments who will notify the men that they must cease selling their wages before they earn them, and that they must appear In person at the city auditor's office and receipt for their warrants. The mayor and his executive board are proceeding on the ground that the employes hare no legal right to dispose of their sal aries before they earn them.
