Since the city council has had time to think over its hasty and unreason able action in passing the Sunday closing ordinance, It has come to a realization of the spectacle which It has presented, and It Is doubtful now If a single member of that body would vote for a saloon measure again, un der any circumstances, so universal are the expressions of condemnation against the council. ' More deep and lasting Is the shame of the thing that the council and the aaloon men are now making frantic efforts to unload the blame for the council's extreme action on the moral element which demanded the enforce ment of the state law, only. Since the council is Into the muss, It should have the moral courage to claim Its own offspring, though the gates of hades were opened upon It Cowardice now. In shifting the blame, will only add to the smiting public Indignation at Us surrender to the saloons. Although It has made a glaring mistake. It should have the backbone to admit It and make efforts to Im prove the situation instead of seek ing to crawl out from under Its re sponsibility. The people will think more of it It will In part redeem it self and leave the municipal situation Improved, if It will do that sensible logical thing rather than to run away from the stink It has created. The people of the surrounding country thoroughly understand the situation here. No one is being de ceived by the "dignified" cant writ ten by the saloons' attorney and print ed as an original editorial in the Sun day Tribune. The more of such rot the council causes to be circulated among the thinking citizens of Uma tilla county the ' more ridiculous It becomes. All that any reasonable man asks or has demanded In Pendleton is reg ulation of the saloons, higher license, elimination of the dives and gambling Joints, decency and law and order, and no self-respecting taxpayer will be satisfied with less. The council may follow the dictates of the saloons until the end of Its term, But that will not change the overwhelming public sentiment spreading over the entire country In favor of more strict regu lation of saloons and the removal of their Influence from municipal and state affairs. Home surroundings are at stake and no amount of slimy, wishy-washy, chameleon color-changing, cowardly, compromising palaver about the nec essity of vices and moral leprosy on the frontier and in western towns will ever satisfy the loyal American man' hood that glories in decency, despises the moral leper and holds the de praved Influences of Immoral and characterless men at arm's length In splendid defiance., Seven sensible men, ably conduct' Ing different branches) of private busi ness In a highly civilised and thrifty community, yet permitting themselves to be used br the aaloon element against the Interests of the entire bet ter element of the city, Is a spectacle that will not soon be forgotten In Pendleton. No wonder they are looking for a way out. No one will be more de IlKlned than the East Oregonlan to si o tin amicable settlement of the sit uation on lines of decency and reason, but the council must bear the odium It has created. OUTLAWED EVERYWHERE. Two knockout blows were dealt the gambler Inst Suturduy one by Sheriff Painter of Walla Walla, w ho "raided the ileiw and closed the games on the spot, the other by Judge Frazer of Portland, whose closed the pool books and suppressed race-track gambling at Irvlngton race track. The profession is outlawed In every civilized community. Soon the last lingering shadow of respectability which has clung to certain types of gamblers through their associations with decent men, will have vanished and the entire profession will stand stripped naked before the world, out lawed and In utter disgrace with laws against It wherever It may turn. The greatest advertisement ever is sued by Walla Walla was the news that Sheriff Painter had raided the gambling Joints and would keep them closed despite police Incompetency or neglect. This one fact will attract more decent people to Walla Walla than any other Inducement that could be offered, and yet the same adver tisement lies in the reach of Pendle ton and every other town If It will but demand It. HUNGRY FOR INFORMATION. No advertising matter ever Issued by the county has attracted as wide notice nor done as mucn apparent good as the statistical circular Just issued by the county court for dis tribution at the Lewis and Clark fair. CoDles of the circular which are given out to tourists at the O. R. & N. depot as trains pass through here are greedily taken by Intending home- seekers who read it and ask questions until their train carries them away. The circular Is small, containing but eight pages, including one photo graph of a combined harvester and one photograph of Umatilla county bucks, but it is filled with entertain ing and useful information and is made up In such shape that It Is at tractive and has proved to be one of the best Investments ever made by the county In the way of advertising. Already dozens of letters have been received here In answer to these cir culars sent out in letters by residents of Pendleton. It is certain to bear fruit In time, although few people may be rushing Into the county now.' NEW ERA IN PENDLETON. Smokeless motors and uniform and constant power have largely supplant ed the old steam engine and boiler In Pendleton, since the installation of the new power plant on the Walla Walla river. It Is a new and cleaner era and one which is heartily welcomed by all ex cept, perhaps, the fuel men, but they will not suffer from the change as the local wood and coal market Is be ing constantly expanded by the in creased population. This changed condition should in vite other manufacturing plants to come to the city. The surrounding country is constantly growing in wealth and population and the de mand for manufactured products Is multiplying every year. One Industry which should be added to the list In this city is a cereal or special food mill. Last year 100,000 bushels of choice wheat was shipped from this city to Chicago to be man ufactured Into foods to be returned to Pendleton, the consumer, of course, Having the freight both ways. This Industry would not be an experiment The market for the product is already established. DISGRACEFUL DEFICIENCIES. It is a disgrace: To half do things. To be lax. Indolent, Indifferent Not to develop your possibilities. To do poor, slipshod, botched work. To give bad example to young peo ple. . To have crude, brutish, repulsive manners. To live a half life when a whole life Is possible. Not to be scrupulously clean In person and surroundings. To acknowledge a fault and make no effort to overcome it. To be ungrateful to friends and to those who have helped us. To go through life a pigmy, when nature Intended you for a giant To kick over the ladder upon which we have climbed to our position. To Ignore the forces which are lm proving civilization in your own coun try. Not to be able to carry on an in- tellle-ent conversation in your own country. To shirk responsibility In politics, or to be indifferent to the public wel fare. Common sense is a safer bank ac count than cents, San Francisco Ex amtner. The Payette Lumber company has bought for $40,000, 9000 acres of tim ber land near Council, Idaho. The day after the purchase was made fire broke out on the land transfer red and Is still raging. THE FORTY IMMORTALS. The French academy Is one of five and the most eminent constituting the Institute of France. It was founded In 1835 by Cardinal Richelieu and re organized In 1816. It Is composed of 40 members elect ed for life, after personal application, and the submission of their nomina tion to the head of the slate. It meets twice weekly, at the Palais Mazarln, 23 Qual Contl, Paris, and Is the high est authority on everything appertain ing to the niceties of the French lan guage, to grammar, rhetoric and poet ry and the publications of the French classics. The chief officer is the sec retary. M. L. A. O. Bolsslor, who was elected nn academician In 1876. A chair In the academy is the highest ambition of most literary Frenchmen. At that time there was one vacancy caused by the death of one of tho members. RACE PREJUDICE "IP NORTH.' In the town of Syracuse, O., on the Ohio river, four miles above Pome roy, a town of about 2000 inhabitants, no negro Is permitted to live. No negro is permitted to stay In town over night under any consideration. This is an absolute rule In this year 1905, and It has existed for several generations. The enforcement of this unwritten law for keeping the negro from staying In the town over a single night is In the hands of the boys from 12 to 20 years of age, while the at tempt of a negro to become a resi dent of the town Is resisted by the town en masse. When the colored man Is seen In the town during the day he is gen erally told of these traditions. If he Is so Ignorant not to know them al ready, and Is warned to leave before sundown. If he falls to take heed he Is surrounded at about the time that darkness begins and Is addressed by the leaders of the gang in about this language: "No nigger is allowed to stay In this town over night. We don't care what you are here for. Get out of here now, and get out quick." He sees from 25 to 60 boys around him talking In subdued voices and waiting to see whether he obeys.
