assessor of Multnomah county. In
closing a copy, of the recommends'
tions made by the recent convention
of assessors held In Portland. Among
other things It says;
My impression Is that a "tax com
mission" bill will pass, and we can
take up a majority of the questions
with the members of that body,
Probably the most Important question
which was discussed was: "Shall ws
obey the lsws as regards valuations?'
In other words, shall we stay In
the same eld groove and continue to
attest property at any old per oent of
Its value, varying as it does In the
different counties from 10 to 60 per
ctnt of its real value. A large part
of these present were in favor of aa
serslng property for what It Is worth,
and fully four-fifths of them an
nounccd their Intentions of doing so,
regardless of what tke others do.
The following are the recommen
datlsns made at the recent conven
tioa t assessors, and they have been
sent the legislature:
1. Abolish the poll tax law or add
the amount to the road tax, making

to place a tax on franchises and other
intangible property.
I. Require sheriffs to notify all
persons at time of paying taxes on
a piece of property, the amount of
delinquent taxes, if any, against tuch
property, including penalties to date,
and to apply the first moneys received
upon such delinquent taxes, If any,
and accrued penalties.
4. Any property wilfully concealed,
removed, transferred or misrepre
sented by the owner, or his agents, to
avoid taxation, upon discovery shall
be assessed at not exceeding 10 times
Its value and .the assessment so made
must not be reduced by the board of
equalization.
5. That the assessor be relieved
from taking the census and that it he
made the duty of the labor commis
sioner to take the same, or that the
aensua law be repealed.
4. That a tax commission be ap
pointed to reviBe the present and rec
ommend new taxation laws.
7. That all laws having reference
to the revenues of the state, be com
piled and printed In book form, same
to be distributed to the various orri
cers whose duties are in any manner
connected with administering the
same.
Another accident occurred to on
of the Northwest Oaa A Electric com
pany's men yesterday, and while the
Injury was not serious, the cause of
the trouble was of such a nature as
may cause uneasiness lest the com
pany's live wires cause Injury to
parties not In their employ.
The accident occurred at the sub
station, and the man Injured was Dan
Shockey. He was at the telephone
In the sub-station talking to O. O.
Lockwood, division equipment fort'
man of the telephone company. Sud
denly he received an electric shock,
and was knocked to the floor. He
was burned about the left ear, on the
fingers of the left hand and across
the left wrist where the' wire from the
receiver rested. While the Injuries
sustained were not serious, they were
severs.
At the time of the accident the two
men were talking of some trouble
that was being had with one of the
telephone wires. According to Fore
man Kennedy, of the telephone crew,
the trouble was caused by on of the
company's wires carrying high trans
mission falling across their own tel
ephone wire. This wire was then
charged to such a high potential that
the current Jumped across to the Pa
clflc States company's line. Inflicting
the Injury to Shockey.
Evidently the force of the chargs
was spent before If reached the cen
tral office, for Mr. Lockwood, who
was talking from that place, received
no shock.

OKLAHOMA CATTLE MEN MEET.
Celebrating Tenth Anniversary of Or
ganization.
Guthrie, Okla., Feb. 14. The Okla
homa Livestock association Is cele
bratlng .the 10th anniversary of its
organization with a convention that
is the largest and most representative
ever held In the territory. Prominent
cattle men from all sections filled the
city hall today when the gathering
was formally qpened by President
George W. Carr.
Addresses were delivered by the of
ficers and several prominent mem
bers reviewing .the work that has been
accomplished by the association dur
ing the dtoade of .its existence ana
outllninc olant for the future. The
I convention will continue for three
days. The business sessions will be
interspersed with numerous features
of entertainment provided by tne citi
zens of Guthrie. .
