Senator Reed was Instrumental In having the normal school at Drain established, and the record of that In stitution up to the present time has Justified the wisdom of this leading Hnnthern Oregon man, who was drowned while working for the good of his section of the otate. Scores of Unconnected Houses With in tlie Sewer Limits, Most of Them Owned by People Who Could Obey the Ordinance Without DLstrewlng Their Finances Something Will Be Doing lit the Spring Failure to Connect and Old, lefoctive Connec tions, Promote DIseuHe. In view of the number of cases of scurlet fever now in tlie city, the ques tion of the city's sanitary condition Is one of Interest and Importance. From the sewer Inspector It was learned this morning that the con dition is tar from being an Ideal one, and in some measure this may ac count for the present epidemic of dls- ease. According to W. It. Wlthee, sewer Inspector, there are scores of houses within the sewer limit that are still unconnected," and where the sanltu- tlon Is bad., Practically all of these ( houses are. old ones, according to i Mr. Wlthee, as the new dwellings j have been provided with sewer con- j nections before being occupied. How- ( ever, some very good residences arc In the unsanitary list; In fact, most of the derelict ones, according to Mr. Wlthee,. are people who can well af ford to stand the expense of mak ing the sewer connection, but so far have been too parsimonious or too dense to do so. With the poorer class of people the Inspector declares he has had but little trouble, is they have all obeyed the mandate as promptly as possible, believing that If they refused to do so, or were neg ligent, they would be prosecuted. Some of the most unsanitary places ln the city, according to Mr. witnee, are to be found near the business section, where the plumbing is old and defective. i During the winter but little has , been done toward compelling tardy property owners to connect with the j sewer: but now, with the approach of i spring, the work Is to be pushed with all vigor, and slothful householders , who have neglected to protect tne health of their families by complying with the - sewer ordinance will lino , themselves confronted with an Im placable sewer Inspector.
