Two hundred and twenty-six years ago today Charles I was executed by his subjects and latter-day Jacobites observed the vmlveraary as usual by placing wreaths on the statue In Trafalgar square. That Is to say, they would Ifke to place these floral emblems personally, but sad to relate the gar lands are now always laid In position by the rude hands of Hanoverian po licemen. The reason for this Is somewhat amusing. The floral observance com menced some 15 years ago, and all would have gone well but for a mod est bunch of violets placed among (he other decorations. It was not the flowers but the card to which they were attached, which caused the rumpus. This card was. the white lid ot a milliner's box Inked round with a deep black border. In the center were printed in large letters the words: "Remember, oh king and martyr we have not forgotten. Long live Queen Mary." Next day there was a paragraph In all the papers calling attention to the "disloyal" in scription, and when parliament raet a question was put to the home .secre tary. The consequence was the plac ing of Jacobite wreaths under the censorship of the office of work, where all tributes now have r. be sent. Introduced by Representa tive Steiner, and Is Intended to stop range wars, by making counties re sponsible for 50 per cent of the value of all stock so killed: A bill for an act to make counties and municipal corporations liable for injury to and destruction of, cattle, sheep, horses, swine and goats with in their respective limits, and provid ing for the time and manner of en forcing payment therefor. Be it enacted by the people of the state of Oregon: Section 1. That 'whenever In any county or municipal corporation in this state, any cattle, sheep, horses, swine and groats shall be Injured or destroyed by any outlaw, or person or persons In disguise, mob or riot, the owner of such property shall be entitled to recover of the county or municipal corporation In which such property was located at the time U was injured or destroyed. BO per cent or the reasonable value thereof, at the time and place where Injured or destroyed. Sec. 2.1 That claims for sad dam ages allowed In section 1 of this act shall be first presented to the coun ty court In the county in which such damages occurred within 20 days from the occurrence of such damages, with proof of loss, and shall be acted upon by said court as other claims are now passed upon. That In case the decision of the county court Is unsatisfactory to the party claiming damages It shall be entitled to appeal from the decision of such county court to the circuit court of said county. In case of such an appeal from the county court te the circuit court the same shall be commenced by the filing of a complaint In the said circuit court of the said county, and the service of summons shall be had as an ordinary action at law. It shall be sufficient service In such actions to serve the summons and copy of the complaint upon the coun ty clerk of the county defendant In case such damages be acralnst the mu nicipality, they shall file their proof of damages with the recorder of such municipality within 20 days after the .happening of such damages and such claims shall be passed upon as other claims are now passed upon In such municipalities, and in case the party desires an appeal from the decision of the city council of such municipal ity, he shall proceed as above pro vided from the county court; the copy of the complaint and the service of summons shall be served upon the recorder of such municipality, and Fuch actions shall be prosecuted to final determination according to the laws of this state and the practice of the courts relative to actions be tween private Individuals. Sec. 3. That any action commenc ed by virtue of this act shall be com menced Within one year after the act complained of Is committed. - after which no action 'can be commenced hereunder and the county or munici pal corporation is released from all liability on account of such Injury or destruction of said property. Sec. 4. . All judgments recovered In persuance of the provisions of this act shall be satisfied In the same manner as other Judgments against counties and other public corpora tions as provided in section 36J of Bellinger and Cotton's Annotated Codes and Statutes of Oregon. Sec. 6. That If at any time before the payment of the money recovera ble under the provisions of this act, the offenders shall be apprehended and duly tried, convicted and punish ed, such conviction and punishment shall operate as satisfaction of the judgment In the particular case. If the offenders herein described shall be apprehended and undergoing trial or in custody of the law awaiting trial for the offense about which the action is brought, the eourt, or In vacation, the j-udge thereof, may oh a proper showing suspend proceedings in the suit for damages until the re sult of the trial of the apprehended person or persons shall be known. Sec. . That the provisions of this act are necessary for the Immediate preservation of the public health, peace and safety, and an emergency exists, and this act shall take effect and be In full force from and after its approval by the governor. Is this eulogy merited? Let us ex amine his theory and see If It be rea sonable, for we should reason on healing, although we have never done so. "the body is not a mystery, but works by law, just as truly as any other machine. Bo have a reason The uterus and ovaries have an abundant and delicately balanced nerve and blood supply on which they depend to functionate, or perform their duty of life, . procreation. Be cause of this abundance and delicacy of nerve and blood supply, they are easily disturbed. At this point Dr. Still began by asking, "How does this disturbance come about?" Strange it is that no physician ever asked this before, or if he asked, failed to get an answer. Dr. Still never stopped until he had an answer. The blood to the female organs, as well as to all parts is controlled by the raso-motor nerves. These arise in the spinal cord, pass out between the vertebrae, thence' downward through tissues and over joints to the organs. Cut the vaso-motor nerve to any vessel and the vessel wall is paralyzed. Then the force of the blood within the vessel spleads the wall, accumulating an excess of bloqftl, an Inflammation or congestion. With these facts of physiology as a starting point, Dr. Still began the search for the agent cutting the vaso-motor nerve. Diligent search recvealed that the vertebrae between which the nerve leaves the spinal cord, were slightly displaced, the ribs, the 11th and 12th, were drawn down and to gether, and that the pelvic bones, commonly called the hip bones, were twisted. "An Idea," says Dr. Still. "These bring pressure and cut off the nerves as they pass by them. If I straighten these It should get the desired result." He did the work.
