destroyed'.' Will the tottering throne
of the Hunianoffs be razed to the
ground, and a government of. by and
for the peasants, be established?
These questions arc now on the lips
of statesmen ami economists through
out the civilized worM. It Is impos
sible to conceive how such a despot
ism as Kussia can exist today, in the
face of the universal enlightenment.
It seems impossible to believe th.it the
ll'.f-i tion of freedom will fall to
nrach the Kussiun army, while all
the world around it Is reveling In
liberty and self-government.
The crisis in Uussia will be reach
ed when the test co "es to the army.
Will the army remain loyal to the
government? Or will the socialistic
spirit burst out In the ranks and open
revolt disrupt the last defenses of the
throne?
That is to he the crisis.
liusala has planned well to prevent
-such an emergency. The distribution
of Hie army is such that no troops
are kept In their native provinces. If
they were, the fellow feeling for their
own kindred would cause revolts
against the cruelties of the govern
ment. As it Is now, the troops are strang
ers to the people In the cities where
they are stationed. A hitter racial
hatred ofien prevails between the
Kusslan soldiers brought from a dis
tant province and the people which
the soldiers are to guard, and shoot
down In riots.
This arrangement will tend to avert
any fellow feeling between the peo
ple and the soldiers, except In a gen
eral way.
( pon this distribution of troops
depends the government. If the In
fection of freedom can be kept away
from the army and the hatred be
tween the troops and the peasants be
embittered and strengthened, Nich
itas may not be the last of the cxars
otherwise. It looks very much as If
he were to claim this distinction.
Andrew D. White, former ambas
sador to Russia, and one of the best
Informed Americans on Kusslan af
fairs, today made the following state
ment In regard to the situation in
St. Petersburg:
"The main difficulty In the whole
case Is that the emperor Is supposed
to do all the thinking for 140,000,000
people, scattered over the largest ter
ritory possessed by any government
In the world, with all sorts of differ
ent races, religions and ideas, and
this one man can not do, and least of
till in a time like this.
The simple fact is that the evils of
the old system have now become ab
sn'utely Intolerable. And when you
add to that fact the sending off of
immense numbers of the best youn."?

ation which none but the very strong

this lime. The thirst for ugrlculutal
and domestic training was never as
strong in the West as now. The
frontier day of slip-shod farming Is
passing and the science of farming
and the science nf living according to
the laws and intentions of nature ure
coming Into practice. Umatilla
j county has exhibited her good sense
' and Interest in these worthy subjects
by sending 15 students to t'orvalllfl
this year. Next year should see .".a
from this county in that school. The
literary and general training received
' there Is unexcelled, while the agrt
' cultural and scientific training given
' is of the very highest order dispens
ed at any like institution In the I'niled
i Slates. Owing to the free tuition and
) low cost of living, there is no excuse
; for a boy desiring an education in re
' main away from this school.

Speaker Mills is a new ' Influence
In state nf fairs. His resolution cut
ting off the legislature by one week
means a new program.
His election to the speakership was
a business proposition, as against the
old political methods of the past.
Flitting all the factions of Port
land, he stands essentially for the
younger generation of politicians nnd
for "business."
If this program carries there will he
a new deal In state affairs, and it will
mean more "business" for Ihe people
and less for the politicians.
Just what the new program will be
no one enn tell, hut ft looks like re
ducing the graft features to a mini
mum. If there Is a bigger graft than the
legislature no one knows It, and he
proposes to cut off about one-sixth of
that.
The people will welcome a new pro
gram of any kind that promises to
reduce the graft In the shape of sala
ries, per diem, mileage, passes. Sa

The open season for cheap mar
riage licenses seems to be of but short
duration. A bill now before the house .
raising the fee from S3 to $5 seems j

The emergency clause will probably i
not be attached, so the limit of the
open season on $:i marriages will ex
tend 9n days beyond the close of the
legislative session. It seems abso
lutely unjust to allow old bachelors
and old maids to escape without a
tax and then place an embargo on !

are any loyal friends of cheap mar- j
riage licenses left In Oregon now is
the time to speak out. After all. It
may be a certain sign of prosperity
to raise the license tee. Other cor
porations that are formed in the
state are compelled to pay the or
ganization fee. so it may be Just to
raise the tux on matrimonial corpor
ations. The suite should pluce a tax
on divorces, and thus catch them go
ing and coming.

egon to hold her present antiquated
code, and give a few large water
users almost unlimited privileges,
than to extend her code to cover
present needs, and make her waters

on the widest possible expense of arid
country? This Is the question now
before the legislature.

One of the curious things lately to
be observed In contemporary criti
cism is that many of those Americans
who are most intense against Russian
autocracy for not establishing at once
representative Institutions within thrt
domains of the czar are themselves
quite scornful of the ability of the
Filipinos to run. a government of
their own, says the Springfield Re
publican. The Filipinos, they soy,
need generations of tutelage; but the
masses of the Russian peasants, they
think, are fit already for self-government.
The truth is. that If many
nf our Imperialists should happen to
have the felicity thrust upon them of
governing a Russian province they
would begin immediately to cite the
statistics of Illiteracy to prove that
a benevolent despotism was the only
government the natives were fitted
for.
