those who ride on the sidewalks have
licenses, and fine those who violate
the ordinance.
The rights of dozens of law-respecting
riders should not be tuken away
because a few law-breakers are found
riding on the sidewalks. What are of
ficers for? Why are arrests not made
for .violations of the law ? Why Is It
not mude plain that the ordinance
will be enforced? That will settle
the bicycle ordinance question. That
will force lnw-breakers to take out
