Another reason given for the hold ing back of farther extension Is the fact that the Sumpter valley road from Tipton on la required to be stan dard gauge, according lo the stipula tion of the franchise by the govern ment. This would mean the placing of the whole system on a broad gauge, a condition thct Is hardly . Justified at 1Yie present stage. Still .another theory is advanced, accounting for the action of the Har riman people. This la that the Sump ter valley la In splendid position to head off advancement of the Colum bia Southern through Central Eastern Oregon. As the latter road la foster ed by tbe stronger combination, every assistance possible la to be .given It. That this road must ex lend its lines eventually In order to control the business of Its territory is a well known fact, and therefore t would not be to Its advantage to have another road reach the Harney valley ahead of It. He owned a farm near Kulo. which he purchased after coming here, 10 or 12 years ago from California. Mr. Loughhead was unmarried, and the only relatives known of here are a brother, Alexander, at Horse heads, N. T., snd slater In Troy. Pa.
