There should nut be the least he itancy on the part of the Itigislature In granting J2;.."0 for the Wston Norma! school for th next two years. The leeiHiaiure cur. nut t on. plain that the state is progressing and the. demands of education multiplying. It cannot refuse to meet the legiti mate growth of the state with a cheerful, ready response. It would be unfortunate, indeed, u-ere th demands for higher educa tional facilUies in Eastern Oregon decreasing instead of increasing. It would be a bad day for Oregon were the aspirations of the growing gen eration to cea.e and educational ap propriations bf reduced in a young and flourishing state. More dormitory rMm is urgently nu-d. The accommodations are far below the requirements of the school and the honor and high standard of Oregon legislators are at stake they must not negivct nor forget one single struggling state institution. When the legislature knows that President French has not drawn his authorised salary during a greater purl of th past yt-ar. in ordr that all the funds possible may be applied to other neressary itrms of experts, the members of that body will see what worthy self-sacrifice has ben practiced that this institution may succeed. In the face of such unflinching loy alty to the state and to the people, can the members of the legislature be niggardly or small in providing tor , Its highest ideals for the future? In the face of such facts can there be any doubt as to the sincerity of the effort behind the work of the , Weston Normal? It would be a per-j petual ihaiDi to the state, were the legislature to refuse to grant the re- ! quest of the board of regents. hen j the disinterested preslflent of the ' school, who can secure a hundred , 4ther equally mm good positions. makes this sacrifice -to see the school ucceed? Even though the amount of money appropriated is insufficient w hy Is not the work of const ruction begun, in evidence of good faith? It was nut an idle sentiment nor a slight demand which prompted the legislature tn pass the ortage bill. It was not a joke which induced the 1 i3 sessiop to set aside $165,000 for the relief of the Inland Empire: Will the portage commission defeat the very object for which it was created to attain? The people, and not the portage commis sion, should issue an ultimatum. There is a tinge of tragedy in the efforts of Walla Walla to divide the I mati 11a county household against itself. Walla Walla has built up her fame largely on Vilton fruit. True, the Garden iity possesses a wonder ful variety of tributurr wealth, upon which she constantly draws; but for 40 years shf has imported Oregon fruit of the choicest variety from the Milton orchards, labelled it "Walla Walla products" and has built up a world-wide fame upon It As long as Pendieton has been content to sub mit to ihis practice. Walla Walla has thrived. Now that Pendleton has grown to he an aggressive, husky city eager for businese and bristling with enterprise, and makes a legitimate ef fort to furnish L'mutilia county peo- ' pie with first-class transportation and . trade facilities. Walla W til la hehoids , her best imported products go glim mering and sees the finish of some of h-r fame as a fruit district. Her ui:ly seeming recourse is to stir up coumy t division trouble In Umatilla county. ; There is a tinge of real tragedy In her agitation. May the future de;il kindiy w ith Walla Walla, but may ' Pendleton and Umatilla county here after claim and keep what belongs to them. Racially the tx-KKur will belong to one of three class": first, the purely unfortunnte: second, the drunken outcast ; third, the professional pan- handler. He of the first chuw usuau if forced by eircumstance to fullow the line of least resistance Into the ! poorest and cheapest Quarter of the ! town, where he will not be likely to j meet with hit old-time friends, and (where his misery fin(1 fluffir'nt ! com pans" to render It unashamed, and I ?o his destination will be one of those rhip Indpinn houses, where a warm ; fire and an unclean bed may le had fur 1" cents or lew a niphl. Th- outcast of the second class Is almost without exception brought to n his degraded condition through drink. ant ne taKes to tne lower t.owery Impersonally, because tt constitutes his natural environment, being where the grentest quantity of rum Is sold for the least amount of money, and where a free sleep may be had during stormy nights on the rear room floor of a saloon. The professional panhandler of the third class goes down the liowery. not because he lives there, for he does not. but because there he finds gun dry resorts which cater exclusively to his kind.
