As intimated in my last annu al report, the policy of placing Indi 'lan affairs and reservations under the , charge of the school superintendents . thereon seems to meet the cha ! conditions of the Indians in their t forts at self-support and Independ- l ence. As in recent years so during the past year Indians whose allotments have been leased for their benefit have been required to work portions of such allotments, unless because of disability they were unable to do so. Allotments have been made during the year to 4S4 Indians and approved, the total area allotted amounting to 39.05 acres. Allotments in severalty approximattng 86S.O0O acres to 73. ii24 Indians have been made since the passage of the general allotment act of February IS. 1SST. f!4 Stat.. Sfcsl. And 791 patents for allotments have been issued and delivered during the year. The policy of requiring able-bodied Indians to labor for their own sup port and withholding rations from aU except the needy and Indigent, was put into practical operation in the early part of the year 10I. Agents were then notified that the support In idleness of those able to work must cease; that work would be offered the able-bodied, for which thev would be fnlrlv snri nmmnilv paid, and they would then be left to provide for themselves, as no further rations would be Issued to them. The money saved by the reduction of rations would be nsed to pay them in cash for labor In building roads, dams, reservoirs for storage of water, and other needed work on reserva tions which they were competent to perform, which would give therm prof itable occupation for the present, and by the experience tbus gained lead to their self-support In the future. Men were to be paid 11.15 per day of eight hours, and men with teams li.EO per day. Agents were directed not only to employ the Indians to the fullest pos sible extent on the reservations, but to use all their Influence to find employ ment for them In the surrounding country. The object was to provide XX an opportunity for the Indians to work. If the government did not have sufficient work, the agent was' to find it for them. The Indians were ' given to understand that they were free to work or not as they chose, but if they were able 1 work and were given a chance to do so. and then re fused, they must suffer the conse quences, and need not expect the gov- ; emment to support them. As a first result of the practical work of this policy, the commissioner j of Indian affairs, in his annual re port for the year 180J. stated that ; over 13.000 Indians had been dropped I from the ration rolls as being wholly ; self-supporting, many of whom had never worked before. This, of course. ! included a large number of Indians j employed by and drawing salaries 1 from the government In the agency and school service. j The effects of this new poller on the Indian population have proven to !J 'ii.T?
