Some time ago, at the request of
IrwstinufUer General Wynne, the pres
ident directed the attorney general to
submitted to him lin opinion aH to the
status, under the law restricting the
oiieratfon of lottery enterprises
through the mulls, of guessing .con
twks of various kinds. , i
That opinion is of a most sweeping
character, and while the postmaster
,generul lias no. Inclination to work a
hardship upon anybody, he will put.
the attorney general's Judgment into
effect as soon as may be practicable.
The attorney general says the schemes
are in effect lotteries under the guise
of guessing contests. He has given'
out tlie following official statement:
For a number of yeurs the postof

In view of two recent cases in

New York court of appeals rendered
opinions, the postmaster general felt
warranted in again submitting the
