I wish such women knew the value of Lydia E. PinVhim's Vegetable

IMPERATIVE MANDATE
AMENDMENT PROPOSED.
Next Referendum Vote Taken In Or
egon Will Re on an Amendment
Empowcriiic the People to Recall
Dishonest Officials Without Lone
Trials fur lmpeachmentF As It Is
Now the Dishonest Officeholder
Can Serve Out His Term While
Iroceedines for His Removal Are
Dragging Along-.
The direct primary nominating
amendment and the local option
intendment to the Oregon constitu
tion have been secured through the
appeal of the people to the referen
dum law now In force.
The next vote to be taken by the
people of Oregon, it Is thought, will
be on an amendment to the constitu
tion, empowering the people to re
call, without process of a court trial
or Impeachment, any public official
j In city, district, county or state office,
j who may be found guilty of violating
I pledges, or dlshonjjsty In office.
I This amendment is even more em
phatically demanded than either of
j the two amendments now in force,
and a movement will be started eurlj
enough to have the matter properly
before the people. In time to vote
upon it at the June election In 1906.
As It Is now, an official once elect
ed to office, must serve until his
successor is duly elected and quali
fied, and the people have no recourse
in the case of dishonesty, unless the
illnhonesty amounts to open bribery,
or other form of public crime, and
then the process of recalling the of
ficial Is tedious and complicated, and
he may take refuge behind court de-
cisions, and appeals to higher courts!
until he finally serves out his term
In impunity, while proceedings for
his removal are dragging along.
The proposition in the new amend
ment Is to give a certain per cent of
the legal voters of any subdivision
i'""" 10 asa mat public officials
found guilty of any kind of crooked
ness, be summarily removed, an elec
tion called and a successor elected at
once. I
This, it Is hoped will have the ef- i
feet of cleansing public service to the
highest possible degree, and It Is ,
hoped by the prime movers of the i
amendment to have it so complete j
and practical that there will be no!
delay or hitch In the recall of offl-1
cluls who prove unworthy of the trust
imposed In them.

MORMOX WOMEN ANGRY.
Were Not Consulted by Men Who
Named the Tickets This Year.
Salt Lake. Nov. 8. To the women
of I'tah politics is a game, a iliHHipa
tion, an amusement but never a bus
iness, as to their sisters of Colorado.
Wyoming and Idaho.
After huving been granted a voice
in the affairs of the nation, the wom
en of Utah became so self-sutlsfied
thut they decided they would slmpty
do their part on election day, and
keep out or the political campaigns.
This lofty view of woman and the
ballot worked fairly well until recent
ly. Women virtually rule the state of
Utah, casting almost 80 per cent of
the total vote. They quietly informed
their servants the men in office as
to their wishes, and the same were
speedily carried out.
This year came an awakening an
awful shock to the women of Utah,
regardless of party. The men who
had obeyed so willingly turned them
down. They were not consulted on
the personnel of the tickets put in the
field an unpardonable oversight.
Owing to the dissatisfaction of the
women and the generally muddled
condition of politics in Utah, the state
will be in the doubtful column until
the vote is counted. A feature of the
campaign is the new American party
recently formed to fight the Mormon
church. The new party was organized
by ex-United States Senator Thomas
Keams. a multl-mllllonaire, who was
defeated in the republican state con
vention for renomlnatlon. Kearns
owns the Salt Lake Tribune, formerly
the republican organ, and he has
started a bitter fight through Its col
umns against the Mormon church,
claiming undue Influence in affairs of
state.
All the women in the American
party, naturally, are gentiles, and un
der the leadership of Mrs. C. J. Crab
tree, chairman of the woman's auxil
iary to the American party.
