The entire Oregon delegation In congress claims to huve done all that it can do. Indi vidually and collectively, with the In terior department to secure a modifi cation of the order, but has failed. The latest advices from the acting commissioner of Indian affairs are to the effect that through their local representative the Indians on the res ervation would make a proposition that might be considered as the end of the controversy whether accepted or rejected by the snoepmen. The Indians take the posti'on (and posi tively refuse to accept any modifica tion of the proposition), which Is no more nor less than a demand for 2& cents per head for every sheep in the mountains before It can be driven uci'ohs the reservation. On the other hand, the sheepmen positively refuse to accede to this. The present necessity for driving sheep from three to five days longer and a corresponding greater distance to get them from the summer to the winter range, imposes a heavy ex pense upon the sheepmen. The situ ation is aggravated by the fact that owing to the difficulties of the trail It Is not possible to haul hay upon all of the route, and as- every vestige of green thing was long ago eaten off, and the sheep are so numerous that nothing can grow along the trail In spite of the rains and warm weather, the gauntlng of even the strongest sheep is considerable and unavoida ble, while there Is downright suffer ing among the weaker animals.
