The congress passed a resolu tion directing the general Investiga ting committee of that body to look Into the alleged cruelties of the Hol irlr.n government and report as soon as possible. This aroused the Ire of the Helglan representative, who de fended his country In an able and .statesmanlike manner. He referred to the British atrocities In South Africa and India, the American scan dals and murder of natives In the Philippines and asked why the con gress passed these world-wide reports by to Jump onto helpless Helglum for Isolated cases of alleged cruelty. Why did not the congress Investigate the "water cure" outrages In the Philip pines? Why are not the unspeakable cruelties practiced by England on re volting East Indian tribes in the Punjaub, Investigated? Helglum Is not one of the first-class powers. She owns territory that would make n valuable addition to Kngllsh or French territory In Africa and there fore her colonial cruelties are to be magnified before the .world.
