The county court cannot afford to 1a ke action against this majority, in lace of the fact that the courts hare not vet decide . fh ions -.mem. Another serious fact must be met jr the county court in disposing of hJs question. Assessor Strain, in the 1904 cam naign. pledged himself to abide by the decision of the supreme or circuit mart in this assessment. If the eowis reduce the assessment on the merits of the case, Mr. Strain will , use that as a basis for future railroad -assessment, but such a decision -would not effect other assessments ln 1 4be county. But if the county court com pro mises with the O. R. & N. company -while the assessment case is pending In .the courts, Mr. Strain will make the same reduction on other property Jn making the 190S assessment that the county court makes in the rail road assessment, as he has made an ..equal raise in al assessments. If the county court should reduce the 0. R. Sc N. assessment hy 20 or 5u , per cent, the same reductions will be made In all otu&r property values ' .next spring. By this act of the county eourt a low assessment and high levy would be brought about, and in the case of cities w-ere the limit of the .levy is fixed by ordinance, an actual ' deficit would result. ! The people sustained tbo assess- i .mcnt by a decided semlrnont and the county court can hardly do otherwise i than sustain it. It is not a political or personal mat-' ter in any sense, but the leading pub-1 lie question In Umatilla county, on , which the county court has an em phatic .public sentiment a guide.
