It Is claimed by tho Puget sound cannery men that the sound traps presented a barrier of but 10 per cent of that presented by the gill nets on the Fraser river. Fish Laws Needed. A close season of 24 or 3G hours a week tor the entire sound might have little or no effect on the number of salmon that would reach the river. It ! is evident from the reports of the Canadian commissioner that the bar rier of nets on the Fraser covers such a part of the length of that stream iha; a school of salmon does not trav el the distance during 3C, hours. It is asserted that a graduated close season of 3C hours a week, which shall be effective throughout Ameri can and British waters, will mani festly result in about 21 per cent of ili- caimon coming iu from the ocean passing the harrier traps and nets on huuiid and river, and reaching the hatcheries and spawning grounds of the Fra3er river. Closed Season Proposed. The canners on the sound propose to meet those of Britisli Columbia In establishing such a close season, and in making It effective In both juris dictions. To accomplish this, legisla tion must bo enacted In Washington establishing a close season of 3G hours each week, to commence when salmon are first taken In Amerlcun waters, and extending, say, 15 miles, the- distance traveled by a school of fisti in that length of time; at that point fishing to be prohibited for tho n. x; la miles for 36 hours, and so on. likewise on the Fraser to tho end of the tlshlng grounds. The end sought is that a school of salmon en enng American waters be protected until ft passes the last harrier of nets on the Fraser river. In other words, should the state of Washington establish a close season In American waters, and no change Ik made in British Columbia, there would he no assurance that any great er number of salmon could ascend tho Fraser than have ascended it in the last 10 years, to-wlt, but one-tenth the number required to supply tho .existing hatcheries. The canners on tho Fraser do not seem to agree as to the effectiveness of this close season. Some of the Fraser cannery men agree that the closed season that has heretofore pre vailed has been a failure; others con tend that thu report of their commis sioner is at fault. The sound canners, however, ext press the opinion that there will b.e no opposition to a law establishing close season for the Fraser begin ning at the Fraser banks at C p. ni. on Saturday of each week and ending on Monday at C a. ra applying to the first 12 to lli miles, and beginning at that point on the river at G a. in. Mon day morning and extending for the next 3G hours to the next 16 miles, and further, prohibiting fishing above New Westminster, prodded the Amer icans have a like graduated season in their waters. Fith Supply Disappearing. The conference developed the fact that canners on both sides of the boundary realize that some effective plan to insure the escape of a larger number of fish Is necessary to a per petuation of the business; that more hatcheries will be useless unless some effective plan for an extended close season shall be decided upon and carried out. The conference ap pointed committees to draft bills for legislative enactment to effect this purpose. These committees will tak such action as Is In their power and will report to a future conference at as early a date as is practicable.
