Just 20 days of the present fiscal year and month hav.e passed, yet the figures show that the government has expended $10, 110,260 more than it has taken In and that the working balance In the treas ury Is less than $27,000,000. The new fiBcnl year began on July 1. The deficit of more than $40,000, 000 with which the -last year closed was declared by republican leaders to bo due wholly to the acquisition of the Panama canal nt an expense of $50,000,000 and to n loan of $4,000. O0G to the Louisiana Purchase expo sition. For the 20 days of the new fis cal year the expenditures have amounted to ?47,S40,000, and the re ceipts have been only $28,729,719. Thero have been no expenditures ex cept those connected with the actual running expenses of the government and to extravagant appropriating. Tit 'he flrst 20 days of July last year the total receipts were $31,248. 55 i and the total expenditures $38, 12 f 00. So far this fiscal year, there fore, the expenditures exceed the same period of the last fiscal year by clos-i to $10,000,000. It will I'C noticed that but a small part of the large Increase in the de-fic;- is due to a falling off In receipts for thi month, the total income up to date this fiscal year being $28,729,719, u c;ninst $31,248,556 one year ago. With a steadily decreasing Income and rapidly Increasing expenditures there Is promise for the coming fiscal year of a serious delict; In just tae ordinary running expenses. It Is aaid that Secretary Shaw is by no means satified with the situa tion, and Is confronted with the pros pect of having to call on national bank depositories of some of the money placed with them at a time when the treasury had so much money it did not know what to do with it. The actual working balance of the treasury that Is, the amount contain ed within the treasury proper, was today less than $27,000.000 the low est sum In seven years. It has for many years been a tradition of the ti.cusury that tbo actual working bal aiu 'iliouli! n t ''all below $50,000,000. That he might keep his balance somewhere near $50,000,000, Secretary Shaw a few months ago called upon national banks for government funds on deposit with them, and collected altogether more than $50,000,000.
