One of tho most tremendous water power schemes In Eastern Oregon Is now being constructed at Morgan I-ake, three miles south of La Grande on tho summit of tho Ultie mountains by the La Grando Water Storage Company. From time Immemorial Morgan lake, a shallow body of water about 100 acres In extent, has been tho chief stock watering place of the entire Rock creek and Sheep creek stock range of La Grande. It Is lo cated on the very top of tho spur of the mountains nt an 'elevation1 of 4200 feet. About a year ago S. U. Unworth. W. G. Hunter and J. W. Scrlber con ceived the Idea of utilizing the power possibilities of this body of water. The lower end of the lake has nn outlet toward the city of I .a Grande and a dam 300 feet long, 190 wldo nt tho base, and 40 feet high Is being constructed at a cost of $130,000 to confine the water. A lake 120 acres In extent and now averaging 12 feet deep hns been form ed, with a possibility of increasing the depth to 30 feet by building a few hundred feet of levee. Surveys liavo been made for 11,176 feet of plpo lino lending to tho Ij Grande city reservoir. Steel plpo two feet In di ameter will bo used to conduct the water down tho mountain canyon to the power plant about one mile from the lake, where 1000 horso power will bo developed at first, with tlio jxissl blllty of Increasing the power to 10. 000 horse power when needed, Arrangements have boon practical ly completed by which tho storage company will furnish tho city of La Grande 75,000,000 gallons per month for distribution through tho city water mains. The elevation of tho lake above the city or La Grande is 1450 foot, in a distance of three miles, making tho forco of tho water supply. If unre strained, beyond computation. To supply tho lal;o with a perpet ual flow of fresh water two mountain streams, Sheep crook and Hock crook aro being diverted Into It by means of six miles of plpu lines and ilumes, Tho company has now 18 teams em ployed completing tho Immense dam and the work of laying the plpo lino will begin at once. A second smaller lake 26 acres In extent, lying on n bench Just below the main lake, will be cleaned out and converted Into a resort for boat ing and summer picnics. It Is fring ed all around with a growth of plno and can bo fed from the overflow of the main lake. When completed this will be tho best water supply anil bouico of pow er enjoyed by any Eastern Oregon city, As the demands of tho city may require t lie; depth of tho laku may bo Increased from 12 to 30 feet by building Ie.vees on Iho brow of tho hill forming Iho south bank of tho lake. Tho lieadgato Is 30 inches In diameter and tho lake can bo drained by opening tho gato or the penstock. At present tho depth Is Increasing about one Inch per dny and tho Rock creek supply has not vet been turned in. Germans In Argentina. Tho cost of living In Ducnos Ayres Is double what It la In the largo cities of Germany. Fnrmlng on a small scale does not pay.
