As a reward for the capablo manner In which ho represented the United l Status with tho gunboat Marietta at La Guayra whllo tho warships of Kng i land, Germany nnd Italy wero block I ndlng and bombarding tho Veneauc . Ian coast In December, 1002, Com , mander S. AV. II. Dlchl becomes Judge I advocato general of tho navy In sue- ! cession to Captain S. C. Lomly, whoso ' , term In that Important position ox- J plred today. Tho selection of Commander Dlchl was somewhat of a surprise to naval circles as his namo had never been mentioned In connection with the place. He had more of a reputation as an nil round capablo officer, with n specialty for compass work, than as a lnwyer. he Is tho author of a stand ard work on tho dovlntlon of the com pass needle. During the Venezuelan imbroglio the little Marietta was the only Amer ican warship In Venezuelan waters, although Admiral Dowey, with an im mense fleet, wns not far away, nl Cu iebra, Porto Hlco. It looked for a lime as if the aggressive tactics of the allies would render a show of force bv the United States necessary. Commander Dlebl won tho confidence of the foreign commanders, although they were bis seniors, and tho navy department was eorvlnccd that his tact had much to do with keeping the United States safely out of tho inter national complication. Commander Dlehl Is of German de scent and throughout his naval career which began when he was appointed to the naval academy In 18C!t from Pennsylvania, he has been credited with cool judgment nnd great ability. Ho was assigned to duty In Washing ton In 1887 ns superintendent of com passes and remained until 1880. He again performed that duty In 1897 and 1898. Having served In tho meantime on the Detroit, the Machlas and tho Cincinnati, he was engaged In special service on the Buffalo during tho Spanish-American war, and after tho war he returned to Washington, again as superintendent of compasses. Captain Lemloy, the retiring Judgo advocate general, was at the naval academy nt the same time as Com mander Dlehl. Ho was born in North Celebration of Celebrated Free Trad er's Birthday, London, June 3. With tho cntlro country lined up In support of or In opposition to tho Chamberlain tnrlft scheme It Is not to bo wondered that popular Interest Is being manifested In the centenary celebrations of tho birth of Hlchnrd Cobden, the great apostle of tree trade. Tho nnnlversn ry Is being celebrated In many parts of the country. In addition to the great Alexandra Palace nicotine to- morrow, where John Morley and Sir Henry Cnmpbell-Hnnnortunn will bo Pic principal speakers, nnd the lllr mlngham gntherlng on tho same day, meetings will bo hold In Kdlnburgh. Rochdale, Hradford and other Scot tlsh and Kngllsh towns. At Cobden's birthplace, Mldhurst, n demonstration for the whole of the county of Sussex took place today at Oatseroft, a por tion of the old estate which was pur chased as the nation's tribute to Cob den. . 1 Richard Cobden, one of tho fore- 1 most of Kngllsh politicians of the last j century, wns bom at Mldhurst In 1S04. In lS3l-nr he traveled extensively In Turkey, Greece and Kgypt. nnd also visited the United States. The re sult of his travels appeared In several pamphlets In which he ridiculed the vo: l-lrgs of diplomacy , and asserted Knglnnd's mission to bo tho avoid ance of war nnd the extension of com merce.
