Whether I am elected or not is for the people to say democrats bellevo absolutely In the rule of the people. I -would liko the office and bo glad to receive your votes. What I particu larly desire, however, Is that you will vote for my old-tlmo friend, Mr. Lloyd. "I have kuown him for the last 30 years and I know ho Is a man of un swerving honesty and Integrity. He has that prime requisite for the place of county commissioner, which Is com mon sense. "I filled that offlce two years and I know something of the duties of the place. As for our assessor, ho Is tho best Umatilla county over had." Judge Hartman Speaks. The ears of a "callow youth," as Judge Hartman termed him, must have burned during Judgo Hartman's address. "I have been accused of being bull headed," said Judge Hartman. "I plead not guilty to tho charge. When I think a thing Is right, I usually try to bring It to pasB." Ho discussed tho Importance of the office of county judge the admlnstratlon of tho es tates pf deceased persons, the guard ing of the Interests of minor heirs, tho trial of civil cases for amounts of less than $500. "Where things turn out all right people compliment tho county court, but If they go wrong thoy are apt to blamo tho county judge. "A fow facts may prove of interest. When I went Into office July 1, 1900. the county court had levied a tax of only $46,000 for general expenses In face of the fact that tho expense had been running as high as $70,000 with, nn averaso of at least $65,000, , "As it was election year this was a, political dodge to mako a small as sessment, but nevertheless It left a deficit of $20,000 on tho oxponse ac count, which added to the $15,000 of Interest and tho county debt of $185, 000. made a total Indebtedness, of $220,000. "During tho past four years we have nearly extinguished tho debt, and within two years I can safoly promlso you that this county will bo out of debt. 'During the past four, years wo have kept up tho Improvements as tho per manent and substantial bridge and culverts and your oxcollent roads will prove, and we havo reduced tho county debt from $220,000 to $32,000. "When wo started wo had 30 months of outstanding scrip, while wo havo but 14 months, and tho interest has, been reduced from $15,000 to $4,000. "For general purposes wo lovled $0, 000 loss this year than last year, but we havo a tax of 3tf mills for - uM purposes, which amounts to $23,785, Tills Is tho cause of tho high tax this year. Without this stnto tax; the tax would havo beon but 17 mills.
