distinct. Mr. Terrlll has been in re
ceipt nf some very specific Instruc
tions recently from the general land
office. The most Important of theso
is couched in tho following words:
On April 2. 15104. the secretary of
the Interior decided that sheep shall
not bo allowed to graze on the Baker
City forest reserve, but that the cat
tle and horses which grazed on the
lands now In reserve last season, may
be allowed In the reserve informally
during the grazing season of 1904,
but there must be no Increase In these
herds, and no new stock allowed In.

The general round-up of range
horses began by horsemen of Frank
lin county about six months ago, Is
Hearing Its close. Only ono sale has
so far been reported, that by George
Borden nnd William Floyd of about
800 head of horses to William McCar
thy of Wllleston, N. D. The horses
will be sent to eastern markets In
two shipments, the first of D00 head
and the second .100 head. A portion
of the first shipment, consisting of
ICO head, were brought Into Connell
Monday and are being herded near
town. The balance of the first ship
ment is looked for In a few days. The
terms of the sale have not been made

Speaking of the creamery and dairy
business "in the eastern portion of

"The greatest need of this coun
try Is a fruit cannery. Fruit often
goes to waste for lack of a market,
1-eEldes n cannery would Insure a
more steady market. There would
also be tons of sweet corn, tomatoes
nnd other vegetables to keep the can
nery In operation all summer and
full.
"Power will soon be developed from
tho Walla Walla river five miles from
Milton, for electric lighting purpose.
A lnrge plant is being put in at that
place, sufficient to light all the towns
from Pendleton to Walla Walla, In
clusive. "A cooperative creamery was built
at Milton several years ago but, like
many others operated on that plan,
it failed. I do not mean to say that
all co-operative creameries are fail
ures, for some of the most successful
creameries are run on that plan; but
too often the co-operation is not a
complete co-operation, anil In such
cases the private ownership gives
better satislnctlon.
"The Hazelwood Company- has
leased this property and Is using It as
a skimming station wtlh F. N. Ken
dall In charge. They receive about
2,600 pounds of milk per day, and
about 200 pounds of cream from hand
separators is brought here and ship
ped with the cream from the station
to Spokane.
"No very large dairies are In this
valley but each farmer has a few
cows from which he receives good re
turns. "My travels across the state line
Into Washington brought me to the
historic old site of Wlllatpul (Wy-lal-pu)
where the Indian mission, In
which Marcus Whitman and 13 oth
ers lost their lives, was loaded.
Whitman college at Walla Walla has
obtained title to five acres of ground
where the old mission was, and sev
eral years ago a monument was
erected on top ot a round hill that
rise 10 fete or more above the sur
rounding country."
