Tho Outlook for April 10 contains
the following entertaining sketches
on the municipal telephone systems,
of England, which will be of Interest
to American cities contemplating
public ownership of such utilities:
A few British towns and cities
have secured, after much ngltatiou,
what no American town has yet at
tempted to attain a complete mu
nicipal telephone service.
It will be romembered that umlor
the provisions of the Telegraphs
Act of 1899, municipalities were em
powered, when duly licensed for the
purpose by the postmaster-general,
to conduct telephone exchanges. In
all eases the municipalities that have
taken out such licenses arc in direct
competition with the National Tolfc
phone Company (the "Boll," of Great
Britain), although the law provides
that whon the number of subscribers
to the municipal exchnnge equals
haif the number subscribing to the
National Company there may be an
interchange of calls without extra
charge to either set of subscribers.
By the provisions of some of Its
franchises the Nntfonnl Company is
compelled, If It reduces its tariffs In
certain towns, to make like reduc
tions In other towns of the same
size. Such agreements have operat
ed in some lustnnces to keep up the
rates and to induce the competition
of municipal exchanges.
In towns like Portsmouth. Swansea
and Brighton, on the other luiml.
where such agreements do not oper
nte, the company has reduced its
chnrges on the establishment of a
municipal service, and at Tunbridge
Wells the annual tariff wns cut from
$40 to $20. the result being that the
municipal enterprise could not meet
this competition and was finally
taken over by the company.
Mr Robert Donnld's "Municipal
Year-Book for tho United Kingdom"
gives stntlstlcs of nil the municipal
exchanges down to the close of 1903.
At that date Portsmouth had 1.4S0
Instruments working, with a rate for
unlimited service of about $29 nud
toll rntes of $17,50 per annum and
one cent a call, and $12.50 per annum
and two cents n call, respectively.
As only three-fourths of the first
llnnuctnl year had elapsed, the ac
counts had not been published.
At Swansea an exchange was in
augurated In November last, with
an unlimited rate of $25 per annum
and a toll rate of $15 per annum and
two cents a call. As there Hro 1,
215 Instruments connected with the
Guernsey exchnnge, this Is certainly
a moderate rate.
The exchange Is In Its sixth year
under public authority. The latest
financial statement for 1902 show
ed n net profit, after providing for in
terest. sinking fund, and deprecia
tion, of nbout $TS5. But the most
conspicuous example of municipal
telephony In nil Great Britain Is the
city of Glasgow, where a population
of 781.000. cm nn area of 143 square
miles, has an unlimited Rervice for
the remarkably low tariff of $2fi a
year.
There are 10.C.32 Instruments in
the municipal exchange, which Is
now in Its third year of working and
is larger thnu the Glasgow exchnnge
of the National company, which has
been established 24 years. More
than half of the persons nnd tirnls
subscribing for instruments had
never been telephone subscribers
before.
